MINUTES Or PREVIOUS MEETING IT WA8 ANNOUNCED THAT THE MINUTES OF THE PREVI0U8 ANNUAL MEETING HELD ON JUNE 18, 1958 HAD BEEN DISTRIBUTED SY MAIL AND UNLE88 THERE WAS A REQUE8T FOR A READING OR ANY CORRECTIONS OR ADDITIONS TO BE MADE THERETO, A MOTION WOULD SE ENTERTAINED FOR THEIR ACCEPTANCE. Upon motion duly made, seconded and unanimously passed, it was RESOLVED: That the minutes of the meeting of June 18, 1958 BE ACCEPTED A3 DISTRIBUTED. PRESIDENT'S REPORT - This is my secono year as President of your Institute and it is with a great deal of PLEASURE THAT I APPEAR BEFORE YOU ONCE AGAIN. Ag YOU KNOW, LATER IN THE COUR8E OF THI8 MEETING, YOUR NOMINATING COMMITTEE WILL 8U8MIT THE NAMES OF FOUR CANDIDATES TO SERVE on the Board of Directors for two years. The newly elected Board will hold its MEETING THIS AFTERNOON TO ELECT A NEW PRESIDENT AND V|CE-PRE81 DENT FROM THE BOARD MEMBERSHIP, . The work performed during this past year and the actions taken by your Board - all of WHICH HAO FOR IT8 ULTIMATE GOAL THE INTEREST OF EACH AND EVERY MEMBER - WILL BE READ TO YOU*, THEREFORE IT IS UNNECESSARY FOR ME TO EXPLAIN IN DETAIL WHAT HA8 TRAN8PIREO BUT I DO WISH TO MENTION CERTAIN FEATURE8 OF THIS YEAR'S OPERATIONS THAT SHOULD BE EMPHA8IZED. Last vear, I calleo your attention to an article written sy Raymond Molev that the AVERAGE MEMBER OF AN ASSOCIATION DOES NOT TAKEIS MEMBERSHIP VERY SERIOUSLY. THAT IS BECAUSE THE AVERAGE MEMBER OF ANY TRADE ASSOCIATION, UNLESS SERVING ON COMMITTEE8 OR on the Board of Directors has no idea as to t^e'amount of work involved ano the prob lems THAT CONSTANTLY ARI8E AND HAVE TO BE GIVEN 8ERI0U8 CONSIDERATION. It 8EEMS THAT EVEN THOUGH WE, AS RESPONSIBLE EXECUTIVES WITHIN OUR OWN ORGANIZATIONS WHO OAILV MAKE ADMINISTRATIVE: DECISIONS, NEVER THINK THAT AN ASSOCIATION - ITS 8TAFF AND THOSE AP POINTED TO HANOLE SUCH INV0LVEMENT8 - HAVE THE SAME INTRICATE BU8INESS PR0BLEM8 AND DECISIONS. OF COURSE, IT IS NOT A QUESTION OF PROFIT IN THIS RESPECT, BUT THE MORE SERIOUS ONE OF OBTAINING SUFFICIENT INCOME IN ORDER TO RENDER THE MOST EFFICIENT SER VICE TO ALL - WHETHER OR NOT YOU ARE IN CONSTANT COMMUNICATION WITH THE INSTITUTE OFFICE FOR SUCH SERVICE. YOUR NEE08, IN MANY CASE8, HAVE BEEN ANTICIPATED THEREBY PRECLUDING THE NECE88ITY OF VOUR GOING TO THE EXPENSE OF WIRING, TELEPHONING OR WRITING For example. Some of you mav request one to five copies of a oata book bulletin, POSSIBLY TWELVE PRINTS WITHIN A YEAR, ONE OR TWO COPIES OF CROSS-REFERENCES, SOME OR NONE OF THE BRAKE SHOE BULLETINS AND CATALOGS - BUT IT 18 AVAILABLE WHEN VOU 00 NEED THE INFORMATION AND VOUR INSTITUTE STAFF AND THE COMMITTEES HAVE TO PUT IN FULL TIME FOR ALL THESE FEATURE8. FOR THE ELEVEN MONTH8 ENDED MaV 3lST, GOING ALONG ON WHAT I HAVE MENTIONED, 3,283 BLUE PRINTS WERE RELEA8E0. TELEPHONED REQUEST8 AMOUNTEO TO 2,567 CALLS AND CORRESPONDENCE TOTALED 1,658 PIECES OF MAIL. THIS LATTER ITEM 00E8 NOT INCLUDE THE LETTERS ACCOMPANYING THE FORWARDING OF PRINT8. BULLETINS RELEASED ON SPECIFICATIONS AMOUNTEO TO ELEVEN CONSISTING OF THIRTY-NINE PAGE8 AND 1900 C0PIE8 OF THESE WERE DISTRIBUTED TO THE MEMBERSHIP. THERE WERE TWENTY-EIGHT GENERAL BULLETINS} THE SERIES CONSISTED OF TWENTY-TWO REAM8 OF PAPER AND FOR THE CROSS-REFERENCES, FIFTY REAMS OF PAPER WERE INVOLVED. ALL OF THE PREPARATION, RUNNING ANO COLLATING OF THE8E BULLETINS, 8ERIE8 ANO CR088--REFERENCES WAS DONE BY THE OFFICE STAFF. THESE FIGURE8 00 NOT INCLUDE THE VARIOUS MEMOS OR MINUTES OF THE VARI0U8 COMMITTEE MEETING8 A8 WELL A8 of the Board sessions. FMSI 00515 Minutes of Meeting -3PRESIDENT'S REPORT (cqnt'p) June 10, 1959 Th18 PAST YEAR HAS BEEN ONE OF GREAT PRE8SURE DUE TO THE WORK BEING PERFORMED ON THE BRAKE SHOE IDENTIFICATION CATALOG 80 THAT IT WOULD BE RELEA8ED BY DECEMBER 1958 BECAU8E OF FIELO DEMAND, MANY OF YOU ARE NOT FAMILIAR WITH THE BACKGROUND OF THIS PARTICULAR PROJECT, NOR EVEN OF THE BONDING FIELD, BECAU8E IT GOES BACK MANY YEARS. One OF THE VEHICLE MANUFACTURERS, BACK IN THE I930'S, HAD BEEN EXPERIMENTING WITH BONDING LINING TO A SHOE, AND AFTER 80ME TEN YEAR8 OF SUCH EXPERIMENTATION, FINALLY PRESENTED IT8 FINDINGS TO THE PREDECESSOR OF THIS INSTITUTE AT AN ANNUAL MEETING, IN OROER TO GET THE REACTION OF THE BRAKE LINING MANUFACTURERS. CAN8 OF THE AOHESIVE WERE BROUGHT TO THAT MEETING FOR THOSE OF 0U!j/MEMBER8 WHO WANTED TO EXPERIMENT ANS SEE WHETHER IT WOULD BE WORKABLE. In 1941 BONDED LINING APPEARED AND THEN THE WAR CURTAILED THIS ACTIVITY. It WAS NOT UNTIL 1946 THAT TWO VEHICLE8 APPEARED WITH BONDED LINING. ALTHOUGH OUR MEMBERS WOULD BE MAKING THE LINING AND NOT HAVING THE EXPENSE OF SETTING UP DRILL JIGS A PROBLEM WAB POSED FOR THIS INDUSTRY, IN THAT A SEGMENT OF THE FIELD WENT IN FOR THIS SORT OF WORK AND 8TARTED TO 8ELL LINED SH0E8 RATHER THAN BOXED BET8. SHOE IDENTIFI CATION THEN BECAME A NECESSITY, BENDIX, THE PRIME MANUFACTURER OF BRAKE SHOES, IN 1950 APPROACHED THI8 INDUSTRY ON THE PROBLEM OF RELEASING 8HOE IDENTIFICATION INFORMATION 80 THAT THE VEHICLES WOULD BE PROPERLY SERVICED AND FIELD CONFUSION ELIMINATED. TwO OR THREE CONFERENCES WERE HELD WITHBENDIX/REPRESENTAT IVES OF OUR INSTITUTE BUT THE DIFFICULTIES INVOLVEO OIO NOT BRING THIS TO A HEAO AND AGREEMENT UNTIL >957. THEN THE WORK BEGAN AND THE PRES SURE on your Data Book and Technical Committee, plus the Institute Staff was one that only someone on the Committee or in the Institute Office, could appreciate. Information FOR THE TWELVE PREVIOUS YEAR8, BECAUSE SUCH VEHICLE8 WERE STILL IN USE, HAD TO BE ACCUMULATED AND IDENTIFIED - NOT ONLY BY THE 8H0E BUT ALSO BY THE LINING APPLICATION. The CATALOG WAS PR0MI8ED FOR 1958 AND WITHIN TEN MONTH8 THAT BOOK WENT OUT. THE PROMISED DATE WAS KEPT, EVEN THOUGH YOU DID NOT GET YOUR CATALOGS UNTIL SOME TIME IN January because of shipping. It was not easy and the expense involved, especially on THE PART OF BENDIX, WAS CONSIDERABLE. LOOKING THROUGH THE CATALOG, ONE OOE8 NOT SUSPECT THE TIME ANO EFFORT PUT INTO IT, NOT DOES ANYONE CASUALLY GLANCING AT IT, REALIZE THi'T THE DRAWINGS ARE ALL ENGRAYING8 WHICH MAY f BE U8E0 FOR FUTURE EDITIONS IN OROER TO SAVE EXPEN8E. What I have tolo you was also explained to the rebuiloers at their brake clinic in Chicago on February 14th by our Secretary. I was present at that session and realizeo AT THAT TIME, THAT THE REBUILDER8 LEARNED SOMETHING FROM OUR SECRETARY ABOUT THIS BUSINESS THAT THEY DID NOT KNOW BEFORE. MANY OF THEM, AL80, WERE UNAWARE OF THE PHA8E8 OF BRAKE 8H0E IDENTIFICATION, THAT IS WHY THI8 PROJECT WA8 A NECESSITY ANO WAB AN EDUCATIONAL MOVE ON THE PART OF OUR MEMBERS. >T HA8 HELPED THE FIELD, NOT ONLY FROM THE STANDPOINT OF A UNIFORM NUMBERING SYSTEM SO THAT EVERYONE 18 TALKING THE 8AME LANGUAGE BUT IT HA8 ALSO STANDARDIZED, THROUGH AUTHENTIC PRINTS ANO APPLICATION DATA RECEIVED FROM THE ORIGINAL EQUIPMENT MANUFACTURER, ANOTHER PART OF THE AUTOMOTIVE INDU8TRY. Another serious problem that has beset this industry for more that two years and WHICH HAS BEEN BROUGIT TO MY ATTENTION MORE ANO MORE A8 YOUR PRESIDENT, IS THE FINAN CIAL SITUATION. YOU ARE FACED, WITHIN YOUR OWN ORGANIZATIONS WITH RISING C0ST8 AND the Institute is no exception to such economic stress. For the fiscal year ended 1958, WE WENT INTO THE RED BY $94.00 WHILE THIS YEAR WE SHALL HAVE A DEFICIT OF APPROXI MATELY $3,000. Your demand for a review of the fee formula has been made. The proposed FORMULA A8 RELEA8ED TO YOU IN ADVANCE OF THIS MEETING, 18 ALONG THE IDEAS THAT YOU HAVE PROPOSED - IN OTHER WORDS - FOR SERVICE RENDERED IN THE FIELDS IN WHICH YOU ARE ENGAGED. THE INSTITUTE CANNOT CONSTANTLY OPERATE WITHOUT SUFFICIENT INCOME TO COVER CURRENT COSTS. I REITERATE - YOU ARE CONTINUALLY BEING FACED WITH RI8ING COSTS. THIS 8AME OONDIT I ON EXI8T8 IN THE INSTITUTE OFFICE AND THIS YEAR YOUR BUDGET WILL EE R&FLECTING SUCH INCREA8E8. It HAS TO BE MET. THE WISE PROCEDURE FOR ANY BUSINESSMAN 18 FMSI 00516 Minutes or Meetino - - ,4 June 10 1959 PRESIDENT'S REPORT (cont'o) TO FIGURE A CERT AI N' AMOUNT OVER AND ABOVE C0ST9, IN ORDER TO HAVE A SURPLU8 80 THAT IN TIMES OF NEED HE 00E8 NOT HAVE TO CL08E 8H0P BECAU8E OF LACK OF FUN08 OR BORROW MONEV IN ORDER TO CONTINUE. BORROWING A008 TO HI8 C08T BECAUSE 0F1HE INTEREST TO BE PAID ON THE LOAN, An A880CIATI0N HAS TO OPERATE THE SAME WAV OR WHEN FUNDS ARE NOT AVAILABLE BECAU8E OF UNFAVORABLE BUSINES8 CONDITIONS, THEN 8URPLUS 18 U8ED, At THE PRESENT TIME, IF BUSINE88 CONDITIONS WERE 8UCH THAT THE MEM9ER8 WERE UNABLE TO PAY THEIR FEES IN FULL OR NOT AT ALL, VOUR INSTITUTE COULD ONLY OPERATE FOR A LITTLE MORE THAN 8IX M0NTH8 ON THE SURPLUS NOW ON HAND. It IS NOT VERY PLEA8ANT FOR ME TO HAVE HAD SUCH DEFICITS OCCURRING DURING MY TWO YEARS IN OFFICE BUT THAT HAS SEEN THE OIRECT RESULT OF OPERATING WITHOUT SUFFICIENT INCOME TO COVER EXPEN8E8, Last June, we hao twenty-three active members, two associates and five regional MEMBER8. THIS JUNE, OUR REGIONAL MEMBERSHIP HAS INCREASED TO 8EVEN. THIS MEAN8 A00E0 INCOME BUT WE SHALL BE L06ING $5,000. ANNUALLY FROM THE ASSOCIATES BECAUSE ONE IS RESIGNING A8 OF THE END OF TH|8 MONTH AND THE OTHER IS TRANSFERRING TO ACTIVE 8TATU8. Although we are gaining one active member by transferral, we are losing in the same CLASSIFICATION ONE MEMBER BY DISSOLUTION AND ANOTHER BECAUSE HE HAS BEEN OUT OF 8USINE8S SINCE LAST YEAR. OUR MEMBERSHIP, THEREFORE, AB OF THE NEW FISCAL YEAR STAR TING July first will consist of only twenty-two active members ano seven regional MEMBERSHIPS. THE LOSS OF THE $5,000. ANNUALLY IN REVENUE FROM THE A880CI ATE MEMBERS HAS TO BE MADE UP IN SOME OTHER WAY. Our manufacturers' trade group had helo a preeminent position in the automotive INOUSTRV FOR MANY YEARS 8INCE ONLY AUTHENTIC ANO AUTHORITATIVE DATA IS RELEASEO. THIS PRFSTIGE IS GROWING AT A RAPID RATE WHEN YOU REALIZE THAT THE NUMBERING 8VSTEM WHICH 13 UCCD AS A 8TAN0AR0 FOR LININGS, FACING8, BLOCK8 ANO NOW SHOES IS RECOGNIZEO INTER NATIONALLY AND ACCEPTED AS THE MOST EFFICIENT SYSTEM OF IDENTIFICATION. OuR SECRETARY TOLD ME THAT NOT 60 LONG AGO SHE RECEIVED A CALL FROM DETROIT FROM ONE OF THE BlG Three. They had received an order from a foreign country, by F.M.S. numbers, but COULD NOT CRMa^REFERENCE THEIR OWN PART NUMBERS WITH OURB. COULD SHE HELP THEM OUT. This is first/confipmation of the fact that through our united efforts to standardize THAT THE NUMBERING SYSTEM 18 BEING USED EVERY WHERE AS THE COMMON DEMONINATOR. THAT IS WHY OUR C0UN8EL 18 SO WATCHFUL ANO ADAMANT ON THE ENFORCEMENT OF THE COPYRIGHT. Such wije-bpreao usage of our system, I am sure, must be a source of satisfaction TO YOU. We SHALL, as TIME GOE8 ON, FINO THAT MORE AND MORE INOUSTRV SERVICE MEN WILL SC COMING TO US, AS INDIVIDUALS OR TO THE INSTITUTE, FOR HELP. THAT WILL BE EXCELLENT BECAU8E IT WILL MEAN THAT ALL OF THE TIME, EFFORT ANO EXPENSE INVOLVED HA8 MORE THAN BEEN JUSTIFIED. It WILL PROVE HOW NECE8SARV OUR ORGANIZATION 18. This trade group has hao its trials ano tribulations but the men who were instru mental IN FOUNDING IT BACK IN THE TWENTIES, KNEW WHAT THEY WERE DOING, THEY FORESAW THE NEED FOR AN ORGANIZATION OF THI8 TYPE. To THE MEMBERS OF THE VARIOUS COMMITTEES ABO TH08E WHO HAVE BEEN SERVING ON YOUR Board of Directors, I wish to express my sincere appreciation for the time ano EFFORT EXPENDED IN THE INTERESTS OF THE INDUSTRY; TO OUR SECRETARY AND HER 8TAFF, THE THOROUGH ANO SPEEDY RELEASE OF INFORMATION THAT IS OF VITAL IMPORTANCE TO U8; TO OUR C0UN8EL FOR HIS PATIENCE AND GUIOANCE. FOR AND FMSI 00517 Minutes of MeeIing -5REPORT OP THE BOARD OF DIRECTORS June 10, 1959 The Secretary reao the following: FORTHE FISCAL YEAR START ING JULY I, 1958, FIVE 8TANOING COMMITTEE8 WERE APPOINTED TO TAKE UNOER CONSIDERATION TH08E PROBLEMS CONCERNING THE INSTITUTE ACTIVITIES THAT FELL WITHIN THEIR CREATION. A SPECIAL COMMITTEE WAS APPOINTED DURING THE YEAR TO C0N8IDER THE PROBLEM OF THE U8E, BY OTHER THAN MEMBERS, OF THE F.M.S.I. NUMBERING SYSTEM FOR UNLINED BRAKE SHOE8, A SUMMARY OF COMMITJEE REPORTS AND THE ACT 10N8 TAKEN BY YOUR Board of Oirectors on the matters involved as well ar other matters presented to it for consideration, both by mail and at meetings held January 7th, February 16th ano June 8th, are as follows: During the year, the Membership Committee receiveo six requests for membership infor mation FROM FOREIGN MANUFACTURERS OF BRAKE LINING8 OR CLUTCH FACINGS. NONE OF THESE COMPANIES HAD EVER INQUIRED BEFORE. Of THE SIX, FaBRIEK OF HOLLANO, AFTER APPROVAL by the Board of Directors and upon the unanimous vote by mail ballot of the Active Membership, became a Regional Member as of April 1, 1959. Another applicat ion.received from Beral-Bremsbelag of '%st Germany, although announced TO THE INDU8TRY, HAS NOT BEEN PROCESSED UNTIL CERTAIN FACTORS HAVE SEEN CLEARED. Upon motion duly made, seconded and unanimously passed, it was RESOLVED: To accept the report of the Membership Committee. The Historical Sales Committee, at the request of the membership at its annual meeting held on June 18, 1958, investigated the possibility of collecting and distributing SALE8 STATISTICS COVERING PAS8ENGER CAR AND LIGHT TRUCK SEGMENT8. A QUESTIONNAIRE WAS DEVELOPED ANO MAILED TO ALL ACTIVE MEMBERS AND ASSOCIATE MEMBER8. THE REBULT8 RE VEALED THAT ONLY ELEVEN MEMBERS WERE INTERESTED AND OF THE8E, ONLY EIGHT COULD OR WOULD SUPPLY HISTORICAL SALE8 INFORMATION ANO UNIT DATA. THE SECRETARY CONTACTED THOSE WHO HAD NOT RESPONDED IN ORDER TO FIND OUT WHY BUT THE REPLIE8 WERE NOT ENCOURAGING. The Committee therefore recommenoed that the project be abandoned. BY On the other two projects of sales statistics, as conducted/Ernst & Ernst, SEVERAL MEMBERS HAVE COMMENTED FAVORABLY ON THE DATA RECEIVEO AND ITS USEFULNESS. After consideration, the following motion was passeo: RESOLVED: That the report and recommendation of the Historical Sales Committee be accepted. "No matters have come to the Committee from the membership or the Institute Office since the February meeting of the Board. At that time a detailed report to oate was SUBMITTED TO ANO ACCEPTED BY THE BOARD. 'As I LEAVE THE BOARD AND ACTIVE PARTICIPATION IN THE IN0U8TRY, I WI8H TO URGE M08T BINCERELV THE CONTINUATION OF THE TWO SALES STATISTICAL REPORTS NOW BEING PROVIDED by Ernst & Ernst. "The INDUSTRY NOW HA8, IN THE8E REP0RT8, A SOUNO FOUNDATION FOR CONTINUED HISTORIC 8ALES STATI8TIC8 WHICH COVER A HIGH PERCENTAGE OF THE INDUSTRY'S 6ALE8. "Many FRICTION MATERIAL MANUFACTURERS FIND THI8 DATA INVALUABLE IN THEIR CURRENT ANO LONG RANGE PLANNING. SIMILAR 8TATI8TIC8 ARE MAINTAINED AND USED BY A WIDE VARIETY OF GR0UP8 IN THE AUTOMOTIVE AND INNUMERABLE OTHER INOU8TRIE8. FMSI 00518 Minutes of Meeting -6- June 10, 1959 REPORT OF THE BOARD OF DIRECTORD (cont'd) "To EACH OF VOU ON THE BOARO, ANO TO THE OTHER 0FFICER8 ANO MEMBERS OF THE F.M.S.I., TO OUR GOOD LEGAL ADVISOR, AND ESPECIALLY TO M|8S DuSCHEK AND HER STAFF, I WISH TO EXPRE88 MY DEEP GRATITUDE FOR YOUR COOPERATION OVER THE MANY YEAR8. VVe MAY NOT HAVE SEEN EYE-TO-EYE ON EVERY PROPOSITION, BUT WORKING TOGETHER WE HAVE, I BELIEVE, MADE THIS A SETTER IN0U8TRY IN WHICH TO DO BUSINESS. THERE IS STILL MUCH TO BE DONE, Sorry I shall be unable to attend the June meetings. "My SINCERE GOOD WISHES TO EACH OF YOU." The Board passed the following; Franklin A. Miller, Chairman RESOLVED: That the report of the Historical Sales Committee be ACCEPTED AS READ, The Data Book and Technical Committee, in their report to the Board of Directors on January 7th, gave a detailed account of the work performed during that half year on NOT ONLY THE PROBLEMS REFERRED TO IT BUT ALSO ON THE BRAKE SHOE IDENTIFICATION PRO JECT. At that meeting, the Board passed the following: RESOLVED: That the report of the Data Book and Technical Committee SE ACCEPTEB WITH THANKS FOR THE SPLENDID WORK THAT HAD BEEN DONE AND THAT Ml 88 DUSCHEK BE COMPLIMENTED ON THE TREMEN00U8 AMOUNT OF TIME AND EFFORT WHICH SHE HAD EXPENDED ON THE COMPILATION OF THE BRAKE SHOE IDENTIFICATION CATALOG, At THAT MEETING, THE BoARO AGAIN CONSIDERED THE DEVELOPMENT OF BASIC SIZE INFORMATION FOR BONDED LENGTH8 AND DECIDED THAT THE LINING LENGTHS 8UPPLIE0 BY THE BRAKE LINING MANUFACTURER TO THE FIELD WAS THE INDIVIDUAL COMPANY'S SALES PROBLEM RATHER THAN AN ENGINEERING PROBLEM TO BE DECIDED BY THE INSTITUTE. THE COMMITTEE, THEREFORE, WA8 ADVISED TO DISCONTINUE ANY FURTHER CONSIDERATION OF PR0P08ED BONDED SEGMENT LENGTH8. On the brake shoe identification catalog, the Board of Directors decided that the same RESTRICTIONS APPLYING TO THE AUTOMOTIVE OATA BOOK WOULD APPLY TO THIS CATALOG. THE8E RESTRICTIONS REFERRED TO THE POSSIBLE MUTILATION OF THE COVER BV THE 8UPE-1MP081TION OF A MEMBERS NAME OR BY ITS REMOVAL AND THE USE OF THE NUMBERING SYSTEM ANO THE RE PRINTING IN WHOLE OR PART OF ANY OF THE INFORMATION, The FOLLOWING MOTION WA8 PASSED RESOLVED: That the same.rules, regulations and restrictions applying TO THE AUTOMOTIVE DATA BOOK AS TO THE REPRINTING IN WHOLE OR IN PART OF THE INFORMATION CONTAINED THEREIN OR THE MUTILATION OF THE COVER BV THE SUPER-1MPOSIT ION OF A NAME PLATE APPLY TO THE BRAKE SHOE IDENTIFICATION CATALOG. Th18 RESOLUTION WAS FORWAROEO, IN BULLETIN FORM, TO THE MEMBERSHIP. Since the members are greatly interested in the activities of the Data Book and Tech nical Committee, the report is given herewith in its entirety: At the meeting of the Board of Directors on January 7, 1959, I reported that at the two MEETINGS HELD ON AUGU8T I8T AND DECEMBER 4TH SUFFICIENT INFORMATION HAD BEEN WORKED OUT 80 THAT THE Brake SHOE CATALOG COULD GO TO PRE8S, ALTHOUGH THERE WERE SOME 8H0E8 ON WHICH WE HAD BEEN UNABLE TO 8 CURE ANY DRAWINGS ANO, THEREFORE, WERE UNABLE TO CATALOG. FMSI 00519 Minutes of Meeting -7- June 10, 1959 REPORT OF THE BOARD OF DIRECTORS (cont'd) Since the issuing of the Brake Shoe Data Book, the Secretary has seen in touch with Chrysler, 8endix, Moraine, Kelsey-Hayes and Wagner in an enoeavor to secure drawings and OTHER DATA IN CONNECTION WITH THE 1959 MOOELS AS WELL AS IN AN ENDEAVOR TO SECURE INFORMATION REGARDING THOSE SHOES ON WHICH WE ARE STILL LACKING COMPLETE INFORMATION. The Committee met on April 2nd at the Institute Office, Most of the time was given to a DISCUSSION OF THE 8H0E CATALOG, AND SOME MINOR CORRECTIONS WERE MADE IN THE INFOR MATION. These corrections were outlined in bulletins to the membership. Along with the drawings of automotive brake shoes from Benoix, the Institute has a NUMBER OF DRAW!NG8 OF BRAKE 8H0E8 WHICH ARE USEO ON INDUSTRIAL APPLICATIONS AND SOME WHICH ARE HAND BRAKES AND SOME WHICH ARE TRACTOR BRAKE SHOES. In VIEW OF THE FACT THAT the Ford and Ferguson tractor shoes are bonded as equipment, it was the committee's DECISION THAT NUMBER8 SHOULD BE A88IGNE0 TO THE8E AS 800N A8 THEY CAN BE TIED UP WITH THE CORRECT BRAKE LINING NUMBER, THE COMMITTEe'8 OPINION, HOWEVER, WAS THAT FOR THE TIME BEING AT LEA8T WE SHOULD NOT GET INTO THE INDUSTRIAL APPLICATIONS. Since the meeting of the committee, the Secretary has received additional shoe drawings from the Chrysler Corporation, both for passenger car and truck use, and also from Kelsey-Hayes who are manufacturers of the Ford brakes. A TOTAL OF THREE BULLETINS HAVE BEEN PREPARED SHOWING SOME SUPPLEMENTAL DATA CONCERNING BRAKE SHOES, AND I BELIEVE THE SECRETARY HAS SUFFICIENT INFORMATION ON HAND AT PRE8ENT TO PREPARE A FOURTH BULLETIN. THE COMMITTEE FELT THAT, IN ORDER FOR THESE BULLETINS TO BE OF THE UTMOST VALUE TO THE MEMBERSHIP, THEY SHOULD INCLUDE SMALL SCALE 0RAWING8 OF THE NEW SHOES AS THEY WERE ANNOUNCED IN THE BULLETINS. THI8, HOWEVER, DELAYS THE I88UING OF THE BULLETINS TO 80ME EXTENT, AND IT IB A QUE8TI ON AS TO WHETHER THE BULLETINS ARE THE M08T VALUE THROUGH BEING IS8UED PROMPTLY OR WHETHER THAT ARE THE MOST VALUE BY HAVING THE SHOE DRAWINGS. I BELIEVE THAT THE SECRETARY AND FUTURE COM MITTEE SHOULD BE 6UIOED SOMEWHAT BY COMMENTS RECEIVED ON THE BULLETINS A8 THEY ARE ISSUEO. It is your Chairman's belief that the Institute has had a reasonable degree of success IN OBTAINING THIS BRAKE SHOE INFORMATION FROM THE VARI0U8 SOURCES, AND NOW THAT THE INFORMATION HA8 STARTED TO FLOW THAT THE SECRETARY WILL NOT HAVE TOO MUCH DIFFICULTY IN OBTAINING SUBSEQUENT OATA. It APPEARS, HOWEVER, THAT THERE MAY BE 80ME DIFFICULTY IN AVOIDING DUPLICATIONS. FOR EXAMPLE, IN THE CASE OF THE SAME BRAKE 8H0E BEING MAOE BY TWO MANUFACTURERS, 8UCH AS BeNOIX ANO KeL8EY-HaYE8, AND WHICH MAY BE U8ED ON CAR8 proouceo by General Motors, Chrysler ano Ford, it is conceivable that drawings of the SAME EHOE COULD BE RECEIVED FROM FOUR OR FIVE DIFFERENT COMPANIES. THESE SH0E8 MAY OR MAY NOT CARRY FIVE DIFFERENT PART NUMBERS AND, BEING DRAWN BY DIFFERENT DRAFTSMEN, WILL NOT ALWAV8- BE REAOILV RECOGNIZED A8 THE 8AME 8H0E. Your Secretary ib doing an outstanding job in sorting out these prints, but many times A SHOE A88EMBLY PRINT RECEIVED FROM A COMPANY WHO ARE MERELY USING THE SHOE ANO NOT MANUFACTURING IT WILL NOT HAVE THE DETAILS NEEDED BY THE SECRETARY TO DETERMINE THE .. SHOE DIFFERENCES. Bv TH|8 I MEAN WEB THICKNES8, THROAT WIDTH, AND THINGS OF THAT SORT. There has also been the request for shoe drawings for foreign cars. This is under standable WITH THE INCREASED NUMBER OF FOREIGN CARS BEING IMPORTED TO THIS COUNTRY. It IS THE committee's OPINION THAT THE DIFFICULTY IN OBTAINING 0RAWING8 OF THESE SH0E8 WOULD PRECLUOE THE PUBLISHING OF ANY OATA. THERE ARE SOME FOREIGN CAR SH0E8 BEING MANUFACTURED IN THIS COUNTRY, HOWEVER, FOR THE REBUILDER8 AND, UNDOUBTEDLY, 80ME CONFUSION IS GOING TO EXI8T BECAUSE THERE ARE MINOR DIFFERENCES IN SOME OF THE8E SHOES THAT WILL CONFUSE THE MECHANICS OR BRAKE SERVICE PERSONNEL. It IS YOUR CHAIRMAn'8 OPINION THAT, IF THERE IS ENOUGH CONFUSION THAT THE MEMBERSHIP DESIRES SOMETHING TO FMSI 00520 Minutes of Meeting -8- June 10 1959 REPORT OF THE BOARD OF DIRECTORS (cqnt'o) be done about foreign car brake shoes in the wav of cataloging, this will probably have to be an Institute project whereby shoe drawings would be made from actual ORIGINAL EQUIPMENT BH0E8 OBTAINED THROUGH AUTHENTIC SOURCES. Also again discussed at the April 2nd meeting was the matter of the size of rivets Afor Timken blocks. s near as the committee can determine, there are three basic sizes OF RIVETS BEING USED, THE STANDARD 3/16" SHANK, SEVEN OR EIGHT 8ERIE8 RIVET, THE OVERSIZE SHANK .I90/,200W WHICH 18 THE 20-8ERIE8 RIVET, AND IN SOME CASE8 l/4n RIVET8. It 18 THE COMMITTEE'S OPINION THAT M08T OF THE 1 /4** RIVETS ARE BEING PUT IN BY DRILL ING OUT THE HOLES IN THE BRAKE SHOES, AND TlMKEN HAVE RECOMMENDED THI8 IN THEIR RE PLACEMENT SERVICE. As NEAR AS WE CAN FIND, HOWEVER, COMPARATIVELY FEW ORIGINAL EQUIPEMNT BL0CK8 ARE USING I/4" RIVET8, AND UNTIL FURTHER INFORMATION CAN BE OBTAINED IT WAS THE DEC 18 ION TO CONTINUE CATALOGING THE FABRICATED SHOE TO USE A 20-8ERIE8 RIVET ANO THE CAST SHOE TO USE THE 8-8ERIE8 RIVET. The members of your Data Book & Technical Committee have been very diligent ano FAITHFUL IN ATTENDING MEETINGS ANO HAVE BEEN VERY HELPFUL IN GETTING THE BrAKE SHOE Data Book underway. As Chairman of this committee, I would like to ado my hope that the Brake Shoe Data Book meets with the approval of the membership and will prove HELPFUL TO THE INDU8TRY. The Chairman advised that every effort was being made to secure brake shoe orawings FOR FOREIGN VEHICLE8 ANO THAT THE SECRETARY HAD CONTACTEO THE BRITI8H ASSOCIATION FOR 8UCH 0RAWING8. FURTHER EFFORTS ARE BEING MADE TO 8ECURE SUCH INFORMATION BECAUSE OF THE NUMBER OF FOREIGN VEHICLE8 BEING IMPORTED. Upon motion duly made and seconded, it was RESOLVED: To accept the report of the Data Book and Technical Committee and that the Committee be complimented for the excellent work performed on brake shoe identification. On the use of the F.M S.tnumbering system applying to the unlineo brake shoes by manuFACTURER8 WHO ARE NOT MEMBERS OF THE INSTITUTE, THE FOLLOWING MOTION WA8 PA88ED: RESOLVED: That the President appoint a committee of three, who, TOGETHER WITH COUNSEL, REEXAMINE THE ENTIRE SITUATION OF THE F.M.S.I. NUMBERING SYSTEM A8 SET UP FOR BRAKE SHOE IDENTIFICATION ANO REPORT TO THE BOARD WITH REASONABLE DI8PATCH. This Special Committee reported that they hao held two meetings and recommended: I. A SPECIAL MEMBERSHIP CLASSIFICATION 8H0ULD BE ESTABLISHED FOR SHOE MANUFACTURERS WHO SELL UNLINEO 8HOE8 IN ORDER THAT THE INSTITUTE CAN CONTROL THE USE OF THE COPYRIGHTED NUMBER8. 2. Those who are not members would be given an opportunity to become members. 3. A FEE BE ESTABLISHED FOR SUCH SPECIAL MEMBERSHIP. I 4. Th18 SPECIAL MEMBERSHIP BE NON-VOTING SINCE THE INSTITUTE IS A FRICTION MATERIALS MANUFACTURING GROUP ANO NOT ONE ENGAGED IN THE MANUFACTURE OF STEEL PR0DUCT8. 5 Such special members be permitted to engage in duscussions CONCERNING BRAKE SHOES BUT NOT HAVE THE RIGHT TO VOTE A8 TO INSTITUTE POLICIES OR FUTURE ACTIVITIES. FMSI 00521 Minutes of Meeting -9- June 10, 1959 REPORT OF THE BOARD Or DIRECTORS (cont'q) 6. Such special members mav be appointed to serve on committees but not on the DIRECTORSHIP, 7, Such special members be entitled to receive anv data, circulars or information RELEASED BY THE INSTITUTE INVOLVING BRAKE SHOES. 8, The fee for such special membership be at the rate of $300. per annum as they WOULD BENEFIT FROM THE WORK INVOLVES IN 8ETTING UP THE NUMBERS A8 WELL AS THE PRIVILEGE OF USING THE NUMBERING 8YST6M. These eight points were agreed to unanimously by the Committee and at the same time the Committee, by the aid of Counsel ano the Secretary of the Institute, maoe certain RECOMMENOATI0N8 FOR CHANGES IN OUR CONSTITUTION AND BY-LAW8, WHICH CHANGE8 ARE NECE8SARY TO SET UP THIS NEW MEMBERSHIP CLASSIFICATION ANO THE NEW FEE. You HAVE A COPY OF THE CHANGES RECOMMENDED IN OUR CONSTITUTION. The Board passed the following: RESOLVED: That the report-of-the Special Committee on the F.M.S.I. Shoe Numbering System be accepted. Counsel reported in oetail, including his efforts to protect the Institute's copy right, HI 8 ATTENDANCE AT MEETINGS AND HI8 ASSISTANCE IN COLLECTING CERTAIN INFORMATION FOR COMMITTEES AND FOR THE BOARD OF DIRECTORS IN ORDER TO AID THEM IN THEIR DELIBERA TIONS, AND PASSED UPON CORRESPONDENCE PERTAINING TO MEMBERSHIP AS WELL AS TO OTHER Institute matters. The Fee Formula Committee, during the first half of the fiscal year, held two meetings At the January 7th, 1959 meeting of the Board of Directors, they advised that they had two recommendations based upon information received from the members by Counsel, ano a SUMMARY of THE REPLIE8 PREPARED BY HIM* I. A STRAIGHT FEE OF OVER $1,000. ANNUALLY FOR EACH MEMBER; AND 9. A FEE BA6E0 UPON PROOUCT CATEGORY. ANY COMPANY NOT REPORTING WOULD BE ASSE88ED" THE MAXIMUM. Based upon twenty-two members, they recommended a basic fee of $500. and $250. for EACH OF THE FOLLOWING CATEGORIES - (I) BRAKE LININGS (2) BRAKE BL0CK8 (3) CLUTCH FACINGS (4) LINED BRAKE 8HOES. The Board, after considering this recommendation, passeo the following motion: RESOLVED: That the Board of Directors approve the Fee Formula Committee's RECOMMENDATION OF a FEE BASED UPON PRODUCT CATEGORrE8 BUT IN ORDER TO AID THE BOARD OF 01RECTOR8 IN DETERMINING A SATIS FACTORY CHARGE FOR EACH CATEGORY TO MEET THE InSTITUTE'8 BUDGET, A RECHECK BE MAOE OF THE MEMBERS A8 TO PRODUCT CATE GORIES; ANO That a letter be sent to the Active Members defining each of THE CATEGORIES AND REQUESTING THAT EACH MEMBER FILE A CONFI DENTIAL DECLARATION AS TO CATEGORIES ENGAGED IN AND RETURN THE INFORMATION TO Mr. STICKLES BY FEBRUARY FIRST 1959.
