Army Corps Discharge Permit System Gentlemen: Enclosed is a photocopy of the republished regulations on PERMITS FOR DISCHARGES INTO NAVIGABLE WATERS. These final regulations require July 1, 1971 permit application sub mission. As of April 5, 1971, the permit application form itself had not been finalized for minting. Also a sixty page in struction manual is in process. Target date for these is May 1. Publication of these: will be for information purpose only. The Corps General Counsel Office has allowed us to view the completeted portion of the "final" Permit Application form and has supplied us with a copy of the forerunner "test" form. A copy of the latter "test" form is enclosed with this letter. The portion of the "final" application form which we have seen is substantially changed in format, however, much of the same information is included in the reorganized form. The items checked and others on the "test" document are included in the "final" document. Information included in the "final" document but not in the "test" form covers: (1) A listing of all.other discharges whether to municipal sewers, surface containment, ground waters or "waste acceptance firms." Jt is indicated that parameters section of the final form will be similar to the "test" form. It is further indicatd that plants will not bo required to submit data on each of the 60 parameters.
