VINYLIDENE CHLORIDE (VDCM) TANK TRUCK LOADING PROCEDURE 1988 SL 086821 VINYLIDENE CHLORIDE <VDCM> TANK TRUCK LOADING PROCEDURE VDCM is loaded at the VDCM Truck Loading Rack in Area "B". It is loaded with closed dome and shipped with a 15-20 PSIG nitrogen pad. Hands on training will be provided by an experienced Tankerman. ?i2ad,i ng* 1. Empty VDCM trailers are spotted by the truck drivers at the tank car/tank truck loading rack to be inspected and pressure checked before loading. 2. Trailer is pressured up to 20 PSIG with nitrogen for preload pressure check. Check all fittings, valves and gaskets for leaks. a. Check the motor carrier number <MC No.). b. Check the test date(s) of the trailer. c. Record the MC No. and test dates on the PPG bill of lading. d. Do not load any trailer which does not have the proper MC number or has expired test date< s >. 3. If the trailer is suitable to load, insert a purging lance through open dome and purge the trailer for approximately five minutes to clear air from the trailer. 4. Remove lance after purging and secure dome lid and all valves and fittings. NOTE: All solvent trailers are required to have at least one safety relief device and one fusible disc cap at the top of each compartment. 5. After preload check is complete, trailer is to be moved and spotted at the VDCM loading rack. Entry permit must be obtained from Shipping office before trailer can be spotted. 6. Determine the quantity of product to be loaded from applicable tables or charts. Page 2 SL 086822 m Check trailer strappings to determine if the tank will hold the quantity of material ordered. Do not load any truck over 79000 lbs. gross. a. Examine the PPG bill of lading. b. Check SKU number. c. Check for any special loading or shipping instructions. 7. VDCM is loaded through a special type flow meter at the VDCM loading rack. The operation of this meter is different in the sense that the instrument air pressure determines the accuracy of the flow meter or gallon counter. Steps to operating the flow meter are as follows: a. Record current reading before starting. b. Formula for figuring galIons leaded is recorded in solvents "loading log". c. Five to fifteen (5-15) PSIG instrument air must be maintained on the flow meter. d. Gauge is located on "butterfly" valve. e. The above mentioned pressure can be maintained by regulating the valve on the loading line below the flow meter. Loading: NOTE: Trailer wheels must be chocked. If tractor is out from under trailer. 5th wheel portable jack must be installed and secured. 8. Once the amount of product has been determined, loading steps can begin. 9. Call Production for clearance and availability of product. 10. Lining up of storage tanks, pumps and recirculation lines training will be done by an experienced Tankerman. Page 3 SL 086823 11. Lower the access ramp onto the trailer. Hook up ground cable to trailer. Check both ends of ground cable with continuity meter. Hook up vent hose to vent outlet on trailer. vapors only to the incinerator. Vent 12. Bleed any pressure build up from the loading hose and hook up to bottom outlet valve on the trailer. NOTE* To prevent exposure or releases the trailer must not be opened after loading has started. 13. Once loading is completed, a sample must be taken and cleared by the Main Lab. Use half pint amber stained bottle. a. Clear loading hose into trailer using nitrogen and disconnect. b. Clear vent hose into trailer using nitrogen until pressure inside trailer is 15-20 PSIG. Bleed pressure off vent hose and disconnect. c. Disconnect ground cable from trailer. Attach product I.D. tag to the dome and outlet valve. 14. Check the trailer again for leaks. A1.1 leaks must be stopped before shipment is made. NOTE* Trailer must be able to hold nitrogen pad of 1520 PSIG to avoid oxygen intrusion into trailer and contacting product. a. Raise access ramp from the trailer and remove barricade and chocks from the trailer. Make sure trailer is placarded with UN 1303. b. Instruct truck driver to proceed to area "A" for weighing and wait for Lab clearance at the front guard office. 15. Replace barricade. Secure tank pumps and piping.
