Enclosed are copies of (1) the Presley Bill which amends the Marks Bill concern ing the spraying of products containing asbestos, (2) the labelling requirements section of the CAL-OSHA asbestos standard, and (3) the Federal OSHA asbestos standards. We were instrumental in getting the Presley Bill written and passed, but please note that the revised exemptions expire July 1, 1978. We will, at the appropri ate time, attempt to get the "coatings" exemption extended or permanently adopted. It is our opinion, not a legal one, that Milt's paints containing less than 1% asbestos should not require labelling. It may behoove Milt to obtain an opinion from his attorney. We will be available to obtain air samples for asbestos fiber counting the week of March 7, 1977. Tom Norris and/or Blair Ingalls will be in touch with you or Milt to establish exact timing. As discussed, I think we should obtain samples during paint spraying and during sanding of a finished panel or room. The "en vironment" should simulate actual conditions as closely as possible. If time permits, it may be advisable to obtain air samples during Milt's use of CG-135-P to confirm that he is in compliance with the Standards. Since Milt is planning to expand his use of CG-135-P to all paint lines, I would appreciate an estimate of his requirements.
