Collaborative Funding and Financing of Wildlife Habitat Conservation in Anticipation of Development

We invite you to participate (in person or remotely) in our up-coming invitational small group dialogue on Collaborative Landscape-level Conservation in Anticipation of Infrastructure and Other Development,
hosted by CCG, ELI and the UCI Law Center for Land, Environment and Natural Resources, on Wednesday, June 13, 2018, from 9:30 -- 3:30 ET in ELI's offices (address above). In person participation,
around the table, is limited to about 25. Those participating remotely will be provided with instructions. Please let us know if you are participating. and feel free to suggest other key individuals who should be
included.
The focus of this session is a more detailed discussion of collaborative funding and financing in advance of infrastructure and other development. Attached is the earlier CCG Report on the Future of Habitat Conservation Planning and the January dialogue session. Of particular interest to our dialogue session are pages 38-50 of the CCG Report.
This session follows the earlier January Session (with the following outcomes):
Agreement on the need for broad-scale collaboration: public agencies and private interests -local/state/national (not to be confused with conflict-resolution) to address funding and finance.
n Recognition of Habitat Conservation Plans as early models of such collaboration, extending now to broader concerns, such as "resilience".
Demonstration of the significant economic advantages of advance landscape-level conservation in anticipation of infrastructure and other development (See Landry "brief" on the Western Riverside MSHCP in the report on the January session).
n Key question: how do we fund and finance such advance conservation -- the need to identify arrangements for collaborative funding from public and private sources? Perhaps in collaboration with CF, TNC, EDF and NFWF, and private sector investment interests. E.g. Pecos River effort (See Culhane, Occidental, "brief" and the role of NFWF), Chesapeake Bay
(Wheeler) and the Everglades (in the CCG Report).
n The National focus on infrastructure and wildlife of the Western Governors' Association (as presented by Willms, WGA in the last session) and reference to the current CEQ NEPA efficiency effort.
I I The need to include others in the dialogue, e.g., ULI and AASHTO and other development representatives, as well as private sector investors.
n The significant potential role of the States in regional processes were mentioned (California Sustainability Council) and the concept of Regional Conservation Investment Strategies.
n Need for a Book or Major Report (that now is in process). The outline of chapters will be discussed in the up-coming session.
As with the January session, we: intend to invite early "briefs" (1-2 pages) on several specific topics and will provide an advance discussion outline. In addition, we intend to arrange for a few very brief focused dialogues to be led on very specific topics. The book/report mentioned above will reflect the learning from this final session.
