Wyche /INTEROFFICE LAKE CHARLES DATE SUBJECT July 5, 1977 (1) VCM Compliance Testing (2) EPA Inspection of Leak Detection Program Our June 17, 1977, waiver of compliance specified that PPG conduct appropriate emission tests for those sources and vents considered to be in compliance and not subject to the waiver. On July 5^1 called EPA to arrange for a pretest conference to determine just what testing will be required at Lake Charles. Mr. Philip Schwindt who is in charge of the VCM testing was on vacation until July 11. However, Mr. Wong of his office said it was possible Mr. Schwindt would wish to combine the pre-conference with one already scheduled in Lake Charles on July 19, 1977, for the waste heat boilers in Powerhouse C. He also mentioned the possibility of an inspection of the leak detection program at the same time, Mr.Schwindt is to call me back next week and confirm his plans. Please mark your calendars for this date (7/19/77) tentatively, and as soon as Mr. Schwindt gives us his plans, I will advise you accordingly. In preprataion of the pre-conference on compliance testing, l would like the VCM project team to compile a list of those vents which could be subject to testing by EPA's definition. Any particular problems with testing such sources should be noted. In preparation for a possible leak detection program inspection, we should recheck our actual activities against the written program to be sure we are doing all we said we would.
