Mr. R C. Murphy Division Manager New York City
Dear ^iok:
Division Meeting
The following is a number of questions which the writer would appreciate being answered at this meetings
of sludge, 1. After the thorough removal/ scale and dust from a tank, how soon thereafter
is the tank safe to enter without gas masks? I have generally recommended one day ventilation.
2. Have we ever had an accident from tank cleaning when the product in the tank was other than leaded gasoline? This would not doubt indicate that the tank was not thoroughly cleaned when the tank was changed from leaded gasoline to some other product.
3. PLACARDS - Why not add to our Tank Cleaning Placards that the Ethyl Gasoline Corporation must be notified when the tank is to be cleaned.
4. Why not add to our Tank Cleaning Placards the following: There is no known test (field) for the determination of the presence of lead. A tank that is
gas free is not lead free* to become lead free a tank must be thoroughly
5. CAUTION PLATES - The writer still believes that all blending point tanks should be safeguarded by means of our caution plates. At present we have plates on blending tanks but not storage tanks.
6. What is the comparative danger of inorganic lead in comparison with organic lead?
7* Discussion of past accidents and the reasons for the same.
a. Were tanks steamed before cleaning? b. Were tanks gasoline vapor free before cleaning?
The writer has generally found that a tank is not vapor free or safe to work in from a gasoline standpoint until after the tmks have been cleaned.
8. Ey what method is organic load deposited on the bottom of tanks - Is it a
continual dropping out process or does -the organic lead have some effect on the metal in the tank?
9. We have been given figures on the safe low point on gasoline vapors to air, etc. Can these be converted to one part of gasoline vapors to how many parts of air? a. Safe from fire, etc - One part to -
b. Saturation point of TEL in air. One jjart to -
