Enclosed, please find Metro Probe's report delineatina the results of our Investigation on

Although the surveillances and preliminary data failed
to elicit any evidence that
is currently employed, the
subject was observed and videotaped smoking a cigarette.
Although the actual footage of this activity is brief, it
succinctly exhibits a cigarette protruding from
mouth, as he carried a 6-pack of beer into his residence
(accompanied by his son). Please note, Steve, that although
there are several other still photos of the subject, we felt
it best to capture him smoking on video tape as opposed to
still prints.

Per the request of the client, Raymond Sheakley & Assoc
iates, on behalf of Sherwin Williams, Metro Probe was re
tained to continue with Investigative efforts on
Specifically, Metro Probe was asked to determine if the subject presently smokes (cig arettes) and to photograph same, and also ascertain whether
is currently employed. The results of this Investiga-,
tion are outlined herein.
Prior to conducting surveillances, preliminary inquiries
revealed that
still resides at 118 Dawn Avenue
in Rockford, although there is no telephone number listed to
the subject at this address. Furthermore, the subject has
one vehicle registered in his name, this being a 1977 white
Ford Thunderbird bearing Illinois license plates KRV 109
which he operates under Illinois Drivers License #Y520-7824-
9102.
Despite discreet inquiries, it was nbt determined
whethei
is in fact employed at this time.

SURVEILLANCES:

On Tuesday January 14, 1986, while in the area on
another assignment. Investigator B made a brief spot check by
the residence of
at 118 Dawn Avenue in Rock
ford, IL. Shortly after arrival at 5:50 p.ra., the subject
was observed entering his driveway in the white Thunderbird,
accompanied by a female individual believed to be his wife.
Upon exiting the vehicle,
was noted with a cigarette in
his mouth, however due to darkness, photographing this activ
ity proved contrary to reason.
The subject and his wife
entered the residence, after which
immediately returned
outside alone and proceeded to raise the hood of his vehicle,
again with a cigarette in hand. The subject remained outside
for approximately 10 minutes, after which he returned inside
the home. After having made this observation. Investigator B
departed the area.

On Wednesday, January 15, 1986, Investigator B returned
to the Young residence in Rockford at 12:30 p.m. Upon arriv
al, the home appeared secured with no activity evident.
Furthermore, the subject's vehicle was absent from the area.
The first activity noted occurred at 2: 35 p.m., when
and his wife arrived at the residence at 2:35 p.m. in
the white Thunderbird. The two emerged from the vehicle and
proceeded directly into the residence.

and drove off.
Investigator B followed the subject to a
nearby gas station where
was observed pumping his own
gas. After doing so,
proceeded back to the residence
and after letting the dog into the back yard, returned
indoors.
At 5: 10 p.m. , Mrs.
was observed as she emerged
from the residence and retrieved the dog from the back yard,
only to return inside. At this time, with darkness setting
in and with no further observations of the subject made,
Investigator B terminated the surveillance for the day.

On Thursday, January 16, 1986, Investigator B commenced
with a surveillance of the
residence at 8:45 a.m. At
this time, the white Thunderbird was present and parked in
the driveway, however, no activity was noted in or around the
residence.
At approximately 11:00 a.m., the subject, attired in a
green army jacket and jeans, accompanied by a young man about
20 years of age, 5'10" tall with sandy blond hair, exited the
residence and entered the aforesaid vehicle with
occu
pying the driver's seat. The two were followed by Investiga
tor B to a liquor store where the subject, after parking the
vehicle, entered the store with the second male individual
(believed to be his son). Several minutes later, the two

returned to the car with
carrying a six-pack of beer in
his arms. After departing the area, they were followed by
Investigator B to a fast food restaurant where they proceeded
through the drive-thru area. After receiving their order,
and his son returned to the residence. NOTE: While
driving home, the subject was observed smoking in his
vehicle, however, capturing this on film could not be ob
tained at this time.
Upon their arrival at the residence, the subject emerged
from his vehicle while smoking a cigarette and carrying the
six-pack of beer, at which time Investigator B videotaped
this activity. The two indivdiuals immediately entered the
residence.
At 11:45 a.m., a man carrying a football, accompanied by
two small boys, proceeded up the subject's driveway and
knocked on the side door. These three unidentified individ
uals (believed to be '
neighbors) were allowed entry
into the residence where they remained until 11:50 a.m. At
this time, the same three departed the
home, now carry
ing a radio, and returned to the home across the street. It
was later determined that this residence is occupied by one,
Elmer W. Peterson, 123 Dawn Ave., in Rockford).
At 12:30 p.m., with no further activity on the subject's
part, and so as to avoid suspicion by curious neighbors,
Investigator B terminated the surveillance.
