Your socioeconomic assessment study will certainly be relevant for the F-gas investigations in the PFAS restriction. Since it is Norway together with Denmark that is responsible for investigating the uses of F-gases it would be best if you could contact my colleague Audun Heggelund at the Norwegian Environment Agency ( @miljodir.no). During the last two years, the five countries have put much effort in gathering information on the tonnages, emissions, functionality, alternatives and economic impacts of potential restrictions of PFASs. This information was received in two consultation rounds and in addition several studies by external consultants were performed. Thank you for your contribution during the consultation rounds. In the restriction dossier (including Annexes) the information will be presented and based on this one or more restriction options will be proposed. At this stage we are quite busy with the preparation of the actual restriction dossier and cannot prioritize meetings with stakeholders. Please also note that submission of the dossier to the European Chemicals Agency (ECHA) is foreseen in January 2023 and will be followed by a 6 months consultation period where you will have the possibility to comment on the proposal and provide relevant input. After the two scientific committees (RAC and SEAC) have formulated their opinions, the dossier will be handed over to the European Commission and a policy decision will be taken. I am contacting you in relation to the proposal for the restriction of all PFAS substances in non-essential uses that Keml, together with other four REACH Competent Authorities is currently preparing. According to the definition published in the Registry of Intentions in July 2021 and updated in February 2022, some F-gases would be considered as falling into the PFAS group and therefore in the scope of the upcoming restriction. In this context, EFCTC has proactively worked on several data-collection initiatives to ensure that the authorities involved in the preparation of the dossier as well as the representatives in the ECHA committees are equipped with the most complete and up-to-date data sets on F-gases. EFCTC has contributed to both consultations launched in 2020 and 2021 by the 5 CAs, and has launched at the beginning of 2022 a socioeconomic assessment on the value of F-gases and on the possible impact of a REACH restriction of PFAS on the F-gas sector. The study was conducted by the independent consultant Ricardo Energy & Environment, and involved contributions of downstream users of F-gases to ensure that the outcome would reflect the real-life impact. Following this assessment, EFCTC is now at the very initial stages of further studies on risk management options that will provide complete sets of information on several F-gases that might be included in the scope of the proposed PFAS restriction. Myself and some of the EFCTC members will be in Stockholm next week, and we would like to suggest organizing a meeting to share with you the findings of the Ricardo socioeconomic assessment, as well as the initial plan for the upcoming EFCTC studies on Fgases.
