Section I - INTRODUCTION

PURPOSE OF THE INSPECTION
EPA Region 6 inspector Angela Hays arrived at the United States Department of Agriculture (USDA) Dale Bumpers National Rice Research Center (DBNRRC) at 10:00 on 11/16/2018 for an unannounced inspection. I met with Carl Webster, the manager of the adjoining facility, USDA Harry K. Dupree Aquaculture, at the Opening Conference. I presented my credentials to Mr. Webster and informed him that this was an EPA inspection to determine compliance with resource conservation and recovery act (RCRA) regulations. The scope of the inspection is a compliance evaluation inspection (CEI) follow up from an RCRA CEI performed on November 12-16, 2018 and includes evaluation of the generator status, compliance of the facility, and collect documentation. The neighboring USDA Facility, Harry K. Dupree Stuttgart National Aquaculture Research Center, was also inspected on 11/16/2018.
FACILITY DESCRIPTION
The USDA DBNRRC located in Stuttgart, AR conducts research and technology development focusing on high production yields, value added grain quality, pest resistance, and stress tolerance to improve the competitiveness of the United States rice industry in global and domestic markets. Current research at the time of inspection concentrated on rice germplasm and breeding, genetics, diverse species, molecular genetics, metabolomics, grain quality, abiotic stress tolerance, molecular plant pathology, and rice and weed physiology.
Section II - OBSERVATIONS
During inspection I observed general farming practices at the DBNRRC. The grow techniques use fertilizer, soil, and water with a purpose of plant production and health. The plants are not subject to extenuated circumstances such as additives or enhanced intake. The facility appears to be operating at as a conditionally exempt small quantity generator with laboratories for testing plant health. The laboratories have designated satellite accumulation areas (SAA's) that are managed by laboratory technicians during accumulation then removed by Mr. Leadbetter and placed in the Waste Marshall until transportation and disposal (Appendix 1).
Section III - AREAS OF CONCERN
I observed no areas of concern at the time of inspection. During closing I went over the paperwork collected; waste list, signed 3007, DOT Training certificate, employee training list, and manifest 012223423FLE (Appendix 2). I also requested confirmation of the number of laboratories, the number of laboratories in use, and the intent of the experiments / research done at each. I suggested that the labeling and dating in the SAA's are consistent throughout the facility. While CESQG's are not required to label or date the waste in the SAA's a common practice should be considered throughout the facility with special consideration to flammable materials when pertinent.
