This conference was arranged at the request of the Hydraulic Institute to provi.de nn opportunity to discuss comments by both members and non-members of the Hydraulic Institute relative to the following Fx-ecifications:

Discussion:
Prior to this seating nil of the cements, fully identified, had been submitted both to the Navy Department Representatives and to all of the companies `which had eubmitted consents.
In addition to the foregoing, all of the comments hod boon arranged to correspond to the sequence of the Specifications themselves Shis was to facilitate discussion. The text was not altered in this reorganization.
In response to a request from the Navy Department Representatives, the comments were roughly classified into five categories, as follows;
.1. Request for information or clarification of intent.
2. Comments specifically applicable to problems of individual companies.
3. Comments which implied that the resulting costs were not commensurate with the technical benefits to be gained*
It-. Comments implying that Specifications are unfair or unjust.
5. Comments which indicated that certain of the paragraphs would sake bids all but impossible, since a prospective bidder would not have the information required to meet Specifications at the time that the invitations to bid were published.
Attached as Exhibit A is a tabulation indicating those paragraphs on which comments were submitted. This tabulation indicates those para graphs on which further action is required as a result of the foregoing discussion. Where no action is required., the paragraph number is merely listed with the comment, "Comments discussed.'1
A copy of this tabulation was submitted to the Navy Department Representatives subsequent to the meeting for confirmation of the under standing recorded.
Time and Place of Next I-feeting:
The consensus was that there should be another Conference similar to this one in Washington during the month of June, 19o?.
