I decided on sending the comments to EPA after talking with Bob Pigg. I essentially covered two points: (l) That the dust from used brake linings is of a non-fibrous type which really isn't asbestos fiber, and (2) the European standards where crocidolite and amosite are held to lower exposure levels than chrysotile. I have no pride of authorship, but believe these are a starting point. Let me have your changes, additions, deletions, which I can then draft into comments for circularizing the Committee.
