R e f : (a) M i l i t a r y Specification MIL-F-24385A, dtd 2 M a y 1977
1. Two formula t i o n s of AFF F c o n c e n t r a t e s as m a n u f a c t u r e d by the 3M Co. were submitted for testing in accordance with reference (a). One product, originally designated as FC-207A by 3M, was r e d e s i g n a t e d to FC - 7 8 0 by 3M. The t e s t i n g was done on Lot 501. The second p r o d u c t , F C - 2 0 7 , testing was done on Lot 502.
2. The test results o b t a i n e d are summarized in T a b l e 1.
3. F r o m the t est data, it w a s c o n c l u d e d that the F C - 7 8 0 concentrate met the stipulated requirements, but the FC-207 was deficient in extinguishing the 28 ft fire in a 3 percent concentration.
4. Both concent r a t e s w e r e s u b m i t t e d in SEPCO (Southeast Plastic Co) 5-gal p a i l s . The t o r g u e required to r e m o v e the caps exceeded the maximum allowable, paragraph 5.1.1.1.1.
