I TO: PLANT LETTER LISTS "A", "B", & "C2" PLAINTIFF'S EXHIBIT J.H.SLEDGE SLOG.322 PROCEDURE FOR REMOVAL OF ASBESTOS INSULATION 1.0 SCOPE The following procedures, requirements and considerations are necessary when and where asbestos insulation removal is required. This informa tion, properly used, will allow us to perform this task well within the limits as prescribed by OSHA Article 1910.93a asbestos, dated October 18, 19'2. 2.0 PROCEDURE All personnel involved in the removal of asbestos insulation must be aware of the health hazard. It is mandatory that protective equipment as de scribed in 2.1 and 2.2 be worn as situation warrant. 2.1 MINIMUM REQUIREMENTS All personnel involved in the removal of asbestos insulation must wear Comfo Type "H" respirator equipped with an 0.3 micron filter. A. Insulation is thoroughly wet, conditions are dust free. B. Where test results indicate we are within the limits as described by OSHA. 2.2 ` MAXIMUM REQUIREMENTS Where test results indicate the asbestos fiber concentration is over the li mits as established by OSHA. A. Type "C" respirator equipment (supplied air) B. Protective Clothing C. Area of work barricaded D. OSHA approved asbestos hazard signs properly displayed 2.3 HANDLING AND DISPOSAL A. All scrap asbestos insulation must be placed in plastic or plastic lined bags and securely closed. B. OSHA approved asbestos hazard labels must be attached to each bag. C. Wind direction /lr DE 009565 MEMORANDUM ASBESTOS GUIDELINES CLARIFICATION October 27, 1972 The recently circulated Group I guideline on the OSHA asbestos standard has resulted in requests for clarification of the statement regarding the manda tory use of Type C respirators during demolition or removal of asbestos insula tion or covering. It is the opinion of the Group I Safety Office that this type work can be performed without respirator protection providing proper and careful monitor ing proves that an exposure hazard does not exist. Two of our plants have determined that the level on small outdoor removal jobs has been below the . 5-fiber TLV where care in removal, wetting down, and immediate cleanup were observed. It is emphasized that monitoring must be continued and records maintained to assure that a hazard does not develop. Different conditions such as a large demolition job or an inside job would have to be monitored and judged accordingly.
