The purpose.of the meeting will be to review the first two Federal Environmental Protection Agency hearings on the proposed national emissions standards on asbestos, and to plan the AIA/K7-. strategy fcr the Los Angeles hearing scheduled for February 15. In addition, we shall discuss the March 14 hearing that has been scheduled by the Department cf Labor as part of the procedures for the development of a permanent occupational standard for asbestos (see attached documents). In view of the groat importance of the March 14 hearing vre would recruest that you try to determine, in time for the February 3 meet ing, the economic impact on your company of both the five fiber emergency standard now in effect and also the two fiber standard, which our information indicates is the direction in which the Department of Labor is headed with regard to a permanent standard. Some of the information that we would like tot have for discussion at the meeting is: 1. How much will it cost your company to meet the five fiber standard? 2. How much additional funds would be required to reduce occupational levels to two fibers? 3 Arc you aware of any operation within your company where it is technically impossible reduce the fiber level to two? Executive Secretary OSDL - 72-21 (202) 961-3914 FOR RELEASE: Immediate Monday, January 10, 1972 JOB SAFETY AGENCY SETS RULEMAKING ON ASBESTOS HEALTH STANDARD A proposed rulemaking proceeding to make permanent the existing emergency standard on asbestos was announced today by the Labor Department's Occupational Safety and Health Administration (OSHA). The emergency standard was issued December 7. It reduced the permissible level of asbestos dust from 12 fibers per milliliter greater than 5 microns long to 5 such fibers for an eight-hour time-weighted average airborne concentration. The latter level is the essential basis of the proposed rulemaking. Related standards dealing ty.th monitoring, sampling, medical examinations, and the use. of _'*<ns V ' are also proposed^ * George C. Guenther, Assistant Secretary of Labor for Occupational Safety and tfealth, said a hearing on the proposal will be held March 14 in Conference Room B of the Departmental Auditorium in Washington. Written comments will be accepted until February 11, and those wishing to appear in person must notify OSHA by March 3. The Assistant Secretary also announced that an advisory committee will be appointed and asked to submit written recommendations to him concerning the proposals within 45 days from the publication of the notice in the Federal Register. Guenther, also announced that the emergency standard for asbestos was being widened to include the ship repairing, shipbuilding, shipbreaking and longshoring industries.
