On January 1, 1989, the California Asbestos Notification Law became effective. This law requires owners of buildings constructed prior to 1979 to notify all employees if the buildings where they work contain asbestos. This letter is being sent to you in order to comply with this law. The Company does not believe that the presence of asbestos in the buildings poses a threat to human health or the environment.
ATTACHMENT
Attached to this letter is a summary of the results of any
Asbestos Survey conducted at your location. Included in the
summary is the building number, the location of any asbestos
in the building, its description, the results of sampling
conducted, and the recommended response to be taken. The
individual surveys for each building and the description of
the sampling and analytical methods used are available
during normal working hours through your Industrial Hygiene
Function.
Bulk samples were analyzed using the
Environmental Protection Agency "Interim Method for the
Determination of Asbestos in Bulk Insulation Samples, EPA
600/M4-82-020, Dec. 1982." Air Samples were analyzed using
the "NIOSH (National Institute of Occupational Safety and
Health) Method 7400."
HANDLING PROCEDURES
There must be no disturbance of asbestos containing building construction material without prior notification to and approval from supervision. Disturbance of this material could release fibers into the air and this must be minimized. This means no drilling, sawing, pounding, or using power or hand tools, for example. Report any damage to asbestos containing construction materials which you observe -- such as flaking, peeling, breaks with rough edges, etc. -- immediately to supervision.

BEFORE any remodeling, renovation, or maintenance which could involve asbestos containing material, the notification procedures in the Division Asbestos Guidelines must be followed. The use of these procedures will ensure proper containment and handling. The Guidelines have been widely distributed in the past and are available through your Industrial Hygiene Function.
POTENTIAL HEALTH RISKS
Extensive air sampling during removal projects in our plants has shown very low fiber levels. Although no air monitoring has been conducted in office buildings during normal working conditions, it is expected that these levels would be much lower than levels found during a removal project. No significant health risk, therefore, would be expected. Harmful exposure conditions (meaning both level of airborne asbestos fibers and duration of exposure) can cause progressive lung impairment (asbestosis), cancer of the lung, and cancer of body cavity linings (mesothelioma). Please refer to the Division Asbestos Guidelines, pamphlets which have been distributed, and your local Industrial Hygiene and Medical Functions for specific details on health effects associated with asbestos.
Please note, only such materials which are in good condition or which are non-friable (not prone to releasing airborne fibers) will be left in place. All other asbestos containing construction material will be removed. In addition, following the procedures outlined above will minimize any potential health impact from asbestos containing materials in our buildings.
