Trigg. Trigg says Hoover's concern to loosen up money held in the Farquhar, Arthur B. savings and loan institutions is a minor consideration. The important thing is to reduce wages and cost of build ing materials. Agrees that a uniform building code, is a good idea, but wages are the main problem. Another set of similar letters from Farquhar and Trigg are filed August 6, 1921.
