Wastewater Treatment Plant Performance The limited Information available to date from the con tract laboratory revealed no excursions. This report period was the first month the Effluent Treatment Plant operated under the new NPDES/NJPDES Permit requirements. The use of waste sugar as food substitute for the biomass of the secondary treatment system during the scheduled plant shutdown wasvery successful. 2. NH^-N and TPS Effluent Parameter Evaluation a. NH^-N Methodology Study Preliminary information from R.F. Weston revealed no changes in the NH^-N levels in the Treatment Plant effluent waters employing different test methods. The two conventional (EPA-approved) methods and the specific ion electrode were used for the determin ation of the nitrogen levels. It is suspected that the acidification step required for sample preservation results in a chemical change of the residual DHW-80, causing erroneous NH -N re sults, This test evaluation will be repeated during the scheduled treatability study when NH^-N test capabilities will be available at the Plant. The abridged hold time will allow for the elimination of the acidification of the sample. b. TPS and NH^-N in Effluent Water The December results revealed average TDS levels of 1300 mg/1. There was no difference in the TDS levels before or during the plant shutdown. The average of the results for the three days 12/4 through 12/6 revealed 34 mg/1 NH ~N, while the NH.-N levels from 12/18 through 12/20 averaged 15 mg/1. B. AIR 1. NESHAP a. Suspension and Dispersion Slurry No excursions reported. b. Reactor and Tower Openings No excursions reported. c. Water Stripper No excursions reported. d. Incinerators No excursions reported. C. SOLID 1. Hazardous Waste Pick-Up The hazardous waste pick-up scheduled for 12/13 was post poned twice by S&W Waste. The contractor Indicated heavy waste flow at their TSD. Two of the eight drums accumu lated exceeded the ninety-day hold period. 2. NUS Corporation Site Investigation We were notified by NUS that they will conduct a site investigation of the Burlington Facility under contract with EPA. NUS indicated that soil, sediment, effluent and well water samples may be taken as part of the inves tigation. The statutory basis for the investigation is said to be RCRA, CWA and CERCLA. II. OSHA `A. VCM 1. Personal Monitoring Due to the scheduled plant shutdown, only twenty-five employees were monitored for VCM exposure. All but/on%, revealed 8-hour TWA's below the PEL. TEN 2124  Page 3 B. Lead 1. Personal Monitoring The fourth quarter sampling showed^wj? of the eight em ployees monitored for airborne lead exposure with lead results above the 8-hour TWA PEL. C. Right-to-Know 1. NJDOH Questionaire Considerable time and effort, secretarial and staff, was' exerted in the preparation of the questionaire. t * III. MISCELLANEOUS A. Meetings-Seminars I attended the CIC-Environmental Committee meeting on 12/4, the RCRA video teleconference on 12/11 and an Environmental Update Seminar conducted by AETC on 12/14. FWK/jst F.W.
