Luttenbergcr, R/U The early meetings were devoted to an analysis of the dust problems In the various plants. A letter requesting detailed Information was sent to ell members of the Institute. Tbse reports were-received and analysed by the Com mittee. '.'a found juch a wide variance in methods of control, protectice equipment used and the medical set-up, so that another approach was tried. Each State Dept, of Health in which a Plant was located was contacted on. their facilities to aid members, I7e also contacted the various Insurance Carriers and tho Industrial Hygiene Foundation of Mellon Institute for their advice and guidance in sotting up a continuing program. After considerable study it was detomined that the various State 1 Departments used different methods, equipment and processes in making Plant Health Surveys and the results, particularly on dust counts, j could not be properly correlated, The recommended Medical Set-up and, the results of diagnoses of chest x-rays also were ar variance. j It was the consensus of your committee that in order to have an effec tive program equally advantageous to all members in any state it would be necessary to have one (1) well established organization to head up the program. Such organization to bo staffed T/ith qualified engineers and medical men as noil as the equipment and facilities to analyze, correlate, and disseminate information. ; `i By action of the Board of Directors your committee was authorized to : engage the services of tho Industrial Hygiene Foundation of the Me Hot Institute to make a preliminary survey of fourteen (14) member i Plants and then prosent a program for future action. ; This survey was oado under the direction of Mr. rl, C, L. Hcmoon, Head Diglncor and Dr. Ualucr of tho Medical Staff. An`outline of Recommended Procedures is included in this report dated June 1947.
