Industrial Relations.
The report of the dust control engineer was circulated
The chairman reported on his recent visit to the Quebec Work- men's Compensation Commission with Messrs W.H. Souter and
P.A. Filteau The group met primarily with the assessora and
the treasurer of the Commission to enquire about certain problems and the merit rating system With regards to the merit
system the group was told that in addition to the actual cost rate minimum 0.35 maximum 4.50 there is also a mutual rate
which is meant to operate upwards or downwards on the total
assessment depending whether the group experiences a surplus
or a deficit at the end of a given year This explains the
recent assessment of 0.20 per 100 salary imposed to all the
members because of the experience of last year In the case of
permanent partial disebility cases
or down during the first three year
adjustments can be period and credits
made up or debits
are charged against individual employers Since December 1963
the ruling in the case of death is the same for P.P.D.
compensations as for cases of asbestosis or silicosis no refund
is made to the employer when there is a balance left in the
capitalized fund but a charge is made to the employer should

and the children if any

recommandations to be made to the Provincial Cabinet

be asked to reduce their cost
During the coming Canedian Ski Chempionship to be held in Thetford in 1965 Editas will provide public relations counsel to

publicity on the subject of biological effects of asbestos were

York Academy of Sciences towards cost involved in sponsoring the

Proposed JM Fibre Classification The system was explained and broadly demonstrated as it would work with various customer specifications

In line with the discussion of February 4 concerning the
recommendation of the chairman of the committee that the Association purchase certain specialized equipment for research work in Ottawa it was moved and seconded that the required equipment a 10,000 value be provided so as to continue work in Ottawa on the development of a

Mr. Bruce Davis of Monpar Inc. was on hand to explain the
concept proposed for the asbestos industry pavilion The
general theme for the pavilion deals with resistance of
asbestos to fire and heat
It is one that can be portrayed
quite dramatically and which naturally drews and holds
attention Mr. Davis explained the feasibility of such
a display and submitted preliminary costs following his
discussion with Expo pavilion planners architects and
suppliers

Problems might be encountered at first in classifying fibres
presently in stock according to S.U. until the mechanics are ironed out especially if customer wants more than one test specification The rapid test 15 minutes and the accelerated S.U. Test should eliminate these problems The Sherbrooke Laboratory should also eventually supply a standardized cement
The chairman reported that the University of Sherbrooke proposes
that only 25 instead of 50 be awarded towards the student

Mr. Emilien Maheux member of Parliament for Megantic has approached Asbestos Corcoration and Lake Asbestos of Quebec to organize a plant tour for Honorable Ren^' L^'vesque his top staff and the press with the object of getting these people acquainted with the mining industry It is proposed
to provide the visitors with all information available on
operations employment and safety in the asbestos industry The group is scheduled to visit Thetford Mines area Friday March 26th They plan to go to Koranda on March 27th and thence to Gagnon and Sept on March 28th and 29th
Institute of Pathological Research
Several meetings of the committee have been held in recent weeks and a trip to the important European industrial medical centers was completed by the corsittee It was reported that the tree main centers visited have a hospital coming somewhat under their supervision this is a very efficient set for epidemiological study since the families of the workers can be examined and taken care of at one place
Dr. J.A. Vidal has accepted to direct the proposed institute at a salary of 15,000 per year Agreement is expected to be reached with the University of Montreal whereby the control will stay with our group but the University would have a right of veto through their faculty of medicine It is suggested that proper financial control for the Institute be established as soon as possible A full report on the organization and objectives of the Institute will be prepared and submitted at an early date

The Inspector's reports for June 21 and July 15 have bean
distributed
Since 35 of
the last meeting the Inspector has collected 63
these samples were sent to Sherbrooke to date

Instructions have been given to the Inspector concerning the collection and reporting of Group 3 fibre He is to hand open
and ooen mechanically where an opener is used by the company
all samples and pass his results on to the Laboratory The Laboratory will report his Q.S. test results in addition to their own Problems are foreseen and the mechanics will have to be
worked out as they occur
Laboratory Testing on the sixth exchange of samples has been started The results of Group 4 and Group 5 have been issued Group 6

Concerning the revised Manual of Test Procedures it was stated that the ATI Committee has encountered several editing delays and that the latest completion date is estimated to be late January or early February 1966
