Regarding your recent question concerning Federal Specification HH-L-361, I could not find a copy of the specification in our files so I wrote to the U.S. Army Tank - Automotive Command asking for a copy of the latest revision.
The copy which I received is HH-L-361G revision August 1, 1985. (copy enclosed) It does not include a classification for - Brake Lining Material, Flexible (molded).
It appears that the Institute's comments which were sent in October of 1987 did not receive any attention.

The Budget Rent a Car Favored Saver program entitles the renter to a special discount of 5% off published unlimited mileage rates or 20% off regular time and mileage rates, whichever are in effect at the participating Budget Rent a Car location. Discount applies to compact or larger size cars and does not apply to the cost of gasoline, sales tax, collision damage waiver, personal accident insurance, or drop-off charges. This is with reference to our phone call earlier this week on inviting Bob Pigg to our June Meeting.
I have been trying to reach Stuart Comins all week on another subject, but so far without success. Before going further with this, Idecided to call Bob Pigg to see if he would be available. I called the Asbestos Information Association this afternoon asking for Bob. I was told that he would not be back in the Office until July 1. Then I remembered that in my last talk with Bob that he was going to a World Health Organization meeting in Europe this month.
So, I guess we can scratch that. If we were to consider an outside speaker for next year, we'd have better luck starting earlier. I had held up on this because of the questions on insurance, thinking that we might have another session on insurance this year.

As regards the other sites mentioned in that article, we did Investigate the Wigwam in Litchfield Park, Arizona back in 1975. The catch with the Wigwam was that it was not open from June thru August. It was at that time that we decided to attend Marriott's Camelback Inn in Scotsdale.

Per our conversation last week I am enclosing a copy of the Constitution and By-Laws.
The Section concerning classes of directors is in Article IV, Section 2. There are to be three classes of directors, two each from the different categories: lowest fee, middle fee and highest fee. However, I call your attention also to Section 6 on the validity of the election of the various classes of directors. In other words, while the Constitution calls for the classes to be elected as shown In Section 2, if directors are elected who do not conform to that grouping of classes, their election will still be valid unless provisions of Section 6 are invoked at the Annual Meeting.
As I indicated several times, I do not wish to get caught in the middle concerning the election of directors of the Institute. It is a sensitive area that, I try to keep away from.

Per our discussions, I'm enclosing a copy of the minutes of the meeting of the Health and Environmental Affairs Committee which was held on October 25, 1979 at the Institute Office. This was formerly our Asbestos Study Committee. At the October 25, 1979 meeting the Committee was making plans for an ongoing response to the Environmental Protection Agency on any new initiatives that come in the Toxic Substances Control area. We discussed some of those initiatives last week. In particular, we discussed the notice that appeared in the Federal Register on October 17, 1979 along with the eleven questions they asked friction materials manufacturers. You should be getting more on that in a separate midling.

OSHA: PROPOSED RULEMAKING
Section 20 of the Occupational Safety and Health Act of 1970 (29 U.S.C. 669) directs the Secretary of Health,"Education and Welfare to conduct research, exper iments and demonstrations relating to occupational safety and health. To conduct such activities in a scientific and efficient manner, it has been necessary for the National Institute for Occupational Safety and Health (NIOSH) to conduct in vestigations of places of employment.
A notice in the Federal Register for Tuesday, June 24, 1975 indicates that HEW Secretary Weinberger proposes to amend Title 42, Code of Federal Regulations, by adding a new Part 85a which sets forth the manner in which such investigations will be conducted. The regulation is intended to cover those aspects and procedures of investigations of places of employment that have generally and informally been utilized by NIOSH since the adoption of the Act. The regulation, therefore, would not impose additional manpower or financial burdens on employers. In addition, the regulation would clarify how the results of the investigations are utilized, in cluding how the results are used in NIOSH's research effort and how they are made available to the Occupational Safety and Health Administration, employers, employees and State agencies for their use in dealing with occupational safety and health problems.
Persons wishing to comment on these regulations should submit their comments in writing to the Regulations Officer, NIOSH, 5600 Fishers Lane (Park Bldg. 3-32), Rockville, Maryland 20852, to be received there prior to July 24, 1975. A copy of pages 26531 and 26532 of the Federal Register is enclosed setting forth Part 85a as proposed.
OSHA: CAVEAT ON "ON-SITE CONSULTATION" PROGRAM
The original purpose of the "On-Site Consultation" Program proposed earlier this
year by OSHA was to make trained experts available to visit a workplace at the request
of an employer to make recommendations on how to comply with OSHA standards. As
originally envisaged, the program appeared to be especially worthwhile because con
sultants were to have been state employees with no connection with federal OSHA
enforcement personnel.

However, when the final program was published on May 20, OSHA had made several revisions and the program, at present, permits the consultants to contact and bring in Federal OSHA inspectors anytime an OSHA violation is discovered during a consul tation visit. Thus, instead of being a useful program to aid small employers in dealing with OSHA problems, it is now little more than a disguised enforcement mechanism. NJMA members should be aware of this beforehand. Members may also find it helpful to communicate opinions on these revised "On-Site Consultation" regulations to their congressmen and senators, urging them to request the Secretary of Labor to
modify the May 20 regulations to constructively assist small employers in obtaining consultative services.
