Company Ownership: Reserve Marine Terminals is affiliated with Reserve Management Group and shares common ownership with the neighboring facilities ofNapuck Salvage, Regency Technologies, and South Shore Recycling, all of which are located at 11600 South Burley Avenue. Process Description: The facility's scrap metal handling operation is located outside. Scrap metal received by the facility is off-loaded outside, stored, processed, and redistributed. Scrap includes ferrous and nonferrous materials. Processing that occurs includes breaking the metals with a hydraulic hammer, ball drop, disc grinder, shearing, and torch cutting. The facility roads are watered to control dust. Staff Interview: According to the facility staff, the facility does not have and may not need an air permit, per the facility's discussion with Illinois EPA. TOUR INFORMATION EPA toured the facility: Yes Data Collected and Observations: EPA toured the facility by motor vehicle. EPA observed the breaking of iron with an impact hammer (photo 1) and crane magnets sorting scrap; EPA noted that both of these activities produced some dust which dissipated quickly. EPA also observed what appeared to be fugitive dust from the aggregate piles across the river.. The piles were too far away for EPA to clearly photograph, however, and EPA could not distinguish whether the dust crossed that facility's property line (photos 2-4). Additionally, EPA observed a dust plume south of Reserve Marine Terminals; the plume appeared to originate from the road between South Shore Recycling and Napuck Salvage and was potentially caused by vehicle traffic. On the way out of Reserve Marine Terminals, EPA observed that some dust was generated from vehicles driving on the roads (photos 5-6). Page 2 of 4 During the tour, the facility staff informed EPA of a rubber tire fire that occurred on September 14, 2018 at the Ozinga facility across the river. They also informed EPA that a Regency Technologies experienced a fire in May of 2018. Photos and/or Videos: were taken during the inspection.
