SAC supports the '81 SHAC recommendations, with the addition of the issue of a SHAC ALERT as a reminder that:
1) The space behind panels in control rooms is not a storage
2) If in doubt, consult with the Fire Chief or his assistant.
b) Hard Hat Rules.
SAC supports the recommended action.

3. U/C Safety Promotion Team Policy.

We have reviewed ther charter of these teams in P-0100. The policy seems adequate, giving the U/C team all the latitude necessary to "promote" safety. We do not recommend changing it.
The degree of activity on promotion can, and shouldbe, geared to the needs of the plant and the units at any particular time, by providing the necessary leadership to these teams.

Pre-ranked as proposed BUI SHAC to review at PMSB prior to inspection.
Bases:
- Recordable record (as proposed)
- Total Injury TREND for each unit (rather than absolute frequency)
2. Housekeeping Level of Unit
As proposed - non-numerical value judgment. 3. Unit Safety Improvement Program
Two components:
Use of plantwide programs (STOP, Safety f'ltgs., U/C SPT, etc.)

2. Inspection Tea
Adopt as proposed except for manufacturing units.
Change to:
Two teams vs. three (everyone has a chance to be a hero or
a skunk.)
Plan 6-hour tour for each team.
