Friend: We have completed our review of your- reports on the vinyl chloride releases on June 71 t 19-96, and August 9, 1996. Based on your reports, these releases were not in compliance with our regulations and National Emission Standards for Hazardous Air Pollutants (NESHAP). Specifically, the apparent violations are an emergency relief valve discharge from the fresh vinyl chloride (VCM) receiver in Reactor- Module No. 7 and a release of vir.yl chloride from Reactor. 1 suggest that we meet to discuss the apparent violations.
