The minutes of the last meeting held on January 20, 1993 were approved as submitted. II. MEETING OBJECTIVES - APPROVAL/AMENDMENTS TO AGENDA The proposed agenda was accepted, but reordered due to time constraints with updates on APC and VIGOR activities deferred to the end. It was agreed that the primary objective of this meeting was to prepare and finalize the budget proposal for fiscal year 1993-1994 and to update current projects of primary interest to the group. FINANCIAL REPORT Bob Burnett presented the status for the current year (at tached) , with an additional $10,000 expended since this was prepared in support of the Swedish incineration project. In preparing for the budget discussion, it was decided to add $5,000 to have Franklin Associates prepare data sheets on vinyl products for insertion in the AIA Resource Guide. Some consideration was given to adding an item for tertiary recycling support, but it was agreed this is being adequately addressed by current APC programs. Finally, it was decided to shift the seminar program for vinyl fabricators out of the Technical budget for consideration by the new Issues Management Committee including a focus group in preparing for such a program. It was decided that the other projects remaining for budget consideration would be discussed in the following section and then the budget finalized prior to the end of the meeting. IV. PROJECT REVIEWS A. Incineration There is little new information on the Swedish and Norwegian projects as reported by Dick Magee. The next meeting will be in Brussels in late April and Dick Magee will attend along with Roy Gottesman. The $10,000 promised for the current fiscal year has just been expended and it was recommended that a contingency be included in the 1993-1994 budget for a like amount. We should push for a conclusion to these projects and publication of a white paper by the European investiga tors and ECVM. It was decided to include a suitable amount of time in the agenda for the next Technical meeting to discuss incineration in general-. The RFP on HC1 scrubbing was accepted for support, but there should be included in this RFP a provision for publication by the Vinyl Institute. We should consider future coordination with the Waste-To-Energy Committee of APC in this area. We will look for a status by the May meeting. ' Alan Olson then reported on his preliminary investigation of HC1 recovery using membranes. He has obtained som< information from Europe. I It was decided to obtain the TNO-IMET report and have it translated from Dutch. Dick Magee reported that his contact with Professor Sirkar (also at NJIT) is of V 3 interest and the group decided to invite Dr. Sirkar to address a future meeting of the Technical Committee on ceramic membrane technology. B. Fire Sciences Alan Olson reported on the corrosion hazard assessment project, which is being considered for funding in 1993- 1994. After considerable discussion, it was voted to proceed with this project on a vote of 5-0 with 4 abstentions. This is based partially on obtaining participation by the Fluoropolymers group, as well as the Polyolefin group. Bud Hall will talk to John Blair and Loren Caudill (duPont) and subsequently Bob Burnett was requested to discuss this with Carl Tripp for Polyolefins' participation. There was an update on the fire science activity, with Bud Hall reporting that the Polyolefins Fire Performance Council is "falling apart". D921 is going ahead and they will utilize consultants for much of this work. Th re was some concern expressed about New York City fire toxicity regulations, particularly the 19.7 cut-off. Roy Gottesman will contact Pat Toner/Rich Gottwald to determine the current status. The DEA report obtained by Marcelo Hirschler has been reviewed and his extensive critique will be further reviewed by Greg Smith of The Geon Company and Roy Gottesman prior to Dr. Hirschler's submission of his critique to DEA. It was reported that the VSI is considering a fire study on siding. Bob Burnett was requested to contact Julie Cahn for further information and to offer the assistance of the Vinyl Institute in an advisory capacity. The ASTM corrosion/toxicity work will be further moni tored by Bud Hall and Marcelo Hirschler. C. Medical Health Effects The compendium report being worked on by Bob Hinderer will be ready for further review in April. Ron McCreedy is still developing the Unit Risk Factor proposal for Phase II and should have that ready by the next meeting. Dave Penney of Vista, Bob Hinderer of The Geon company and Dr. James Knaack of OxyChem will review the first draft of the Phase I study. It was proposed that $20,000 be allocated in the 1993-1994 budget for this work. R&S 144283 4 Lee Fishbein then gave an extensive report on indoor health and air pollution. He distributed a column on EPA studies in this regard. There have been no new legisla tive initiatives at the federal level since the Mitchell bill was rejected in 1991 for a demo project. There is an AIA congress coming up in June and it was suggested that we obtain a speaking slot, if possible. V.SOLVENT CEMENT ISSUE The Solvent Cement Issue was further reviewed by Don Goodman with no changes since the last report. Don Goodman's work in this regard on our behalf was recognized by a certificate from PPFA (attached). We will continue to monitor and provide up to $10,000 in additional support for this project over the next fiscal year. VI. UPDATES Dick Magee asked that we not lose sight of the Energy Recovery Committee of APC on which he serves as a consultant. Various members then updated the group on particular APC programs, particularly tertiary recycling. There is concern about HC1 and chlorides formation as a result of vinyl content in the feed. Some members of that committee are looking at pre sorting FVC. Our primary objective should be to have vinyl included as part of the normal feedstock. Bob Burnett then updated the group on VIGOR which is document ed elsewhere. Roy Gottesman then gave the latest chapter on the California EIR which is still somewhat bogged down. There may be a requirement imposed by California HCD for recirculation, which our group opposes. VII. OLD BUSINESS/FOLLOW-PP The Resource Guide of the American Institute of Architects does not include any data sheets of vinyl building products other than flooring. It was agreed to provide $5,000 in this fiscal year to support writing of data sheets on PVC building products. Some discussion followed on the EPA/Heavy Metal Conference held in Rhode Island last December. Mike Marshall has written a letter objecting to the inclusion of a suggested ban on PVC in the conclusions of the conference. Keller and Heckman is providing a summary of VCM/RCVM data. Lou Maresca will follow. He reported that the Geon Company R&S 144284 5 has decided to label PVC, although technically this is not required, and a limit of 8.5 ppb RVCM seems o.k. VIII.NEW BUSINESS OxyChem has formed an internal Chlorine Committee and Don Goodman will serve on that committee and keep this committee advised. There was next some discussion on consultants. Even though this is carried on a separate budget. Bob Burnett updated the group on consultant assistance to the Vinyl Institute in general and the Technical Committee in particular. It was recognized that the work by R. T. Gottesman is very valuable and will be continued in the next fiscal year with concentration on support to the Technical Committee as well as select APC activities. Of particular value is the Product Benefit Subcommittee and their work on lifecycle analysis. It was suggested that due to the probable extended time that will be devoted to tertiary recycling, that we look for additional coverage within the Vinyl Institute membership. Bob Burnett and Don Goodman will assist in this effort. The work by Dick Magee in support of incineration activity was recognized and applauded by the group. After considerable discussion, it was recommended that Marcelo Hirschler continue to be retained for his work in PVC, particularly testing work and his technical expertise. It was agreed that support from Bob Strength should be considered and the proposal that the Vinyl Institute fund his participation at the next International Meeting in Milan, Italy in May 1993 be approved. Additional support in the next fiscal year was recommended as well. The next meeting of the Technical Committee will be held on Wednesday, May 26th in connection with the Annual Meeting in Charleston, South Carolina.
