We p ro p o se to fulfill the initial determ ination, personnel m onitoring and environm ental m onitoring requirem ents with one set of duplicate sam ples taken in each of the above-mentioned a re a s. We w ill d eterm in e the tim e w eighted a v e ra g e s based on your best approxim ation of the m axim um am ount of tim e sp en t by a w o rk er engaged in each of the asb e sto s fibre cutting activ ities. We m ain tain re c o rd s w ith re g a rd to testin g , but we do not co n sid er it p ra c tic a b le to m aintain re c o rd s of each p e rso n em ployed in an a re a w here asbestos fib e rs m ay be p re se n t. We feel that th is is m ore properly a function of your personnel or safety d ep artm en ts. As a consequence, we have not included the cost of personnel reco rd keeping in this proposal. We w ill n eed a s o u r c e of 120 V. e le c tr ic a l pow er w ithin 25 feet of the te s tin g a re a . We also assu m e that no flam m able liquids or vapors w ill be p re se n t {your S afety S ta n d a rd s f o r O u tsid e C o n tra c to rs P a r t 15 F ir e P ro te c tio n , Sub p a r t (d)) so th at o u r s ta n d a rd e le c tric a l equipm ent can be used. We w ill provide sam pling and a re p o rt containing the resu lts of our sam pling and la b o ra to ry a n a ly s is in a c c o rd a n ce w ith OSHA and the C alifo rn ia Safety O rd e rs fo r a not-to-xceed co st of $1, 350. C ost fo r p re p a ra tio n of sam pling gear, tra v e l to and from te st location and re p o rt p re p a ra tio n w ill be b ille d a t th e hourly ra te of $23 p er m anhour. (This ra te in clu d es n o rm al overhead and field equipm ent.) L aboratory analysis to determ ine size and quantity of a s b e s to s p a rtic le s collected w ill be $75 p e r sam ple. (M ethod used assu m e s a ll p a rtic u la te m a tte r collected is asb e sto s.) Any special la b o ra to ry tests requested w ill be in addition to the quoted not-to-exceed cost and w ill b e billed at $40 p e r m anhour. No allow ance has been included in the n ot-to-exceed am ount for post te st office conferences. If such conferences a re requested, a separate agreem ent can be arranged. We anticipate that sam pling can be started o n ap p ro x im ately one w eek's advance notice. I fe e l com pelled to point out that this sam pling w ill only m e e t the OSHA reg u latio n s for the initial six m onth period if a concentration exceeding the p e rm issib le expo su re lim its is found.
