Process Description: The C&D Scrap Metal facility is a scrapyard that accepts various post-consumer and industrial ferrous and non-ferrous metals. The facility accepts white goods, appliances, cars and refrigeration components. The facility sorts light iron, aluminum, copper scrap, and other metals into piles of like material. Metals are bailed in ferrous and non-ferrous bailers and loaded onto trucks for transport to a metal shredding or non-ferrous metal recycling facility. Staff Interview: Facility staff stated that it requires appliances to be drained of refrigerants prior to acceptance appliances. The scale ticket, that all suppliers sign contains a statement certifying that refrigerants have been recovered from appliances prior to arrival at the facility. The facility owns refrigeration recovery equipment but does not and has never used it to recover refrigerants from appliances or vehicles. The facility accepts sealed units and copper tubing separately and stated that appliances make up a relatively small percent of its business. TOUR INFORMATION EPA toured the facility: Yes Data Collected and Observations: Compressors formerly part ofhome refrigeration units were observed in the sealed units bin. Ferrous metal is bailed when it arrives at the facility and bailed metal is stacked into piles. Photos and/or Videos: were taken during the inspection. A photo log is contained in Appendix A. Field Measurements: were not taken during this inspection. CLOSING CONFERENCE Requested documents: 1. Scale Ticket (one copy obtained) Page 2 of 4 Compliance Assistance: Facility staff were provided a copy of 40 C.F.R. Part 82, Subpart F and were informed that the verification statement on the scale ticket needs to have the, name and address of the person recovering the refrigerant and the date that it was recovered. Concerns: The facility verification statement does not contain all ofthe required information.
