Kehoe, Dear Dr. Kehoe: Attached hereto is copy of Amendments to Rules under the Poisons Act which has recently been ratified by the Government of Bengal in connection with shipments of ETHYL fluid into that country. As you will see, these are in effect an exact copy of the recommendations made by the British Govern ment Committee which form part of our agreement with our licensees. After Item 17 in Schedule I appended to the said rules, add the following item, namely: 18. Tetraethyl Lead. II. After rule 20 of the said rules, add the foilowing rule, namely: 21. (l) No person shall sell any tetraethyl Lead unless the same is before the sale thereof mixed with petrol so that the amount of tetraethyl Lead in the admixture shall not exceed 1 part in 1500 parts by volume or about 1 part in 650 parts by weight. Provided that where tetraethyl Lead is stated by the purchaser to be re quired for some purpose for which such admixture would according to the representation of the purchaser render it unfit, tetraethyl lead may be sold without such admixture with the previous permission irjKvriting of the Dis trict Magistrate or in Calcutta, or the Commissioner of Police. (2) Cans and pumps containing petrol with an admixture of tetraethyl Lead shall be labelled to indicate the presence of tetraethyl lead in the petrol and to warn the user to avoid spillage and not to use the petrol except as a motor fuel. uch petrol shall also be dyed as an additional check against its use otherwise than as a motor fuel. The amount of tetraethyl lead in such petrol shall not exceed 1 part in 1500 parts by volume or about 1 part in 650 parts by weight. (5) Nothing contained in rules 1 to 20 shall apply to an admixture of petrol and tetraethyl Lead in which the amount of tetraethyl Lead does not exceed1 part in 1500 parts by volume or about 1 part in 650 parts by weight. The following draft by-laws which the Commissioners for the Port of Rangoon propose to add to their by-laws etc. framed by them under section 65 (l) (c) of the Rangoon Port Act, 1905, and published In their notification No. 1 dated 4th January 1925, are published for general information. Any objections or suggestions which any person desires to make with respect to the draft by-laws should be communicated to the Commissioners on or before the 15th of February 1954, on or after which date the draft notification -will be taken into con sideration by the Commissioners together with any objections or suggestions so communi cated to them.
