Accompanying these are two questionnaires... one on each individual discharge and a second summarizing all dis charges for single facilities. also enclose a proposed set of instructions to users on how to complete the questionnaires. As soon as possible, I would appreciate comments from you on either the questionnaires or the instructions; we propose to send these in the mail on November 7. You will also note in the minutes that we feel we should cover the entire industry and have thought of five other companies that did not attend the meeting in Washington. This leads me to raise two questions to you... 1. is Monsanto willing to also sample and test for these five other companies? 2. have we omitted anyone who is a customer of yours that uses Aroclor 1016 or Aroclor 1242 in the manu facture of capacitors? Jessie Butner from Sangomo in Pickens, South Carolina wants to participate in the questionnaire. Be feels sample taking is not necessary as they have just finished a go around under Monsanto's guidance. He are still trying to convince Westlnghouse and High Energy to participate. Tuttle called the meeting to order at 9i30 a.m.? registration was by roster. Most of the meeting was pent revising the draft of a Capacitor Grade Aroclor User Question naire, a copy of which is hereto attached. When this was completed, Mr. Tuttle reported Monsanto was ready to start taking Bamples. The Committee therefore established the following schedule for sample taking: Universal - Totowa, New Jersey Universal - Bridgeport, CT November 11 November 12 Cornell Dubilier - New Bedford, MA November 13 Aerovox - New Bedford, MA November 14 General Electric - Hudson Falls, NY General Electric - Fort Edwards, NY November 18 November 19 Jard - Bennington, VT November 20 Sprague - North Adams, MA November 21 Electrical Utilities Co.-Lasalle, IL November 25 Mallory - Waynesboro, Tennessee November 26 and perhaps November 27 Dr. Wilson questioned whether there were not other users of capacitor grade Aroclor who had not been invited to the initial meet ing by Wayne Peterson. The consensus was that the following five companies had been omitted and perhaps should be considered in this sampling program: Capacitor Specialties York Sangamo Westinghouse-Bloomington High Energy Mr. Rollins agreed to contact all five to see if they are interested in participating. Mr. Tuttle agreed to submit the revised questionnaires and the letter of instruction to the Committee for comments by Nov ember 4. The target date is to send the questionnaires and in structions to all participants by Thursday, November 7. Mr. Tuttle reported that Dr. Papageorge had arranged to have Mr. Stewart of Monsanto provide some information on sampling method, testing techniques, etc. Mr. Stewart has promised to provide Mr. Tuttle 15 copies of each of the following within two weeks. 1) A brochure describing a Monsanto developed constant monitoring system. 2) A digest of various articles on sampling, monitoring, testing, etc. ' Mr. Tuttle will see these are sent to all eight participating companies. It was agreed that the next meeting will probably be held in Washington early in January assuming EIA has recorded and tabu lated the data by then. Company Confidential - For EIA use only HONS 096097 INSTRUCTIONS FOR THE COMPLETION OF QUESTIONNAIRES BY USERS OF CAPACITOR GRADE AROCLOR A representative of Monsanto will spend approximately one day per facility taking samples of all discharges containing PCB as well as the applicable navigable stream, if any. The initial schedule calls for these visits to be made between November 11 and November 27, with a possibility that additional plants, not on the initial listing, will be visited during the first two weeks of December. If a plant has more than one discharge, a sample will be taken from each and tagged by the location from which it was taken. These samples will go to St. Louis for testing by Monsanto. The results, in micrograms per liter, by sample, will be sent to the company's representative personally. Using the information from Monsanto, the company representative .on the Committee is to complete the two types of questionnaires, which are attached. The first, on a single sheet, is entitled "Individual Discharge Questionnaire". One of these must be filled out for each discharge point at the plant involved. The second entitled "Summary Questionnaire for Users of Capacitor Grade Aroclor" must be completed for each plant which that company operates. Please attach the ap propriate individual questionnaires to their respective summary plant questionnaire and submit a separate package for each facility. When the information is tabulated and made avail able to the Committee, a separate code will conceal each manufacturer1s identity. Note that following the EPA format all terms are in the metric system. This may give some minor problem, but translation from gallons to liters or pounds to kilograms should not overly complicate calcula tions. The Committee urges the submission of these questionnaires to EIA as soon as possible after you have received the test information from Monsanto. MUNS 096098
