The funding request is due to a change in the Corporate Remediation Group (CRG) funding which changed this effort from one that they funded to one the SBU has to fund. The C8 Team understands that costs need to be controlled and have made every attempt to get funding from outside sources. We have obtained an agreement from 3M to perform the analytical work on the samples we take during this study and have effectively negotiated down some of the charges from the CRG. However, we are not able to obtain sufficient funds to do the drilling/hydrogeological activities; estimated cost '$30,000. By delaying the unfunded portion we may jeopardize assistance from these outside sources. The work 3M is doing around developing analytical procedures alone saves Fluoropolymers about $32,000 in analytical development costs. ro cn O -OC0 O rp; <0 ro Purpose of Work The Biofate study will provide the C8 PACE team necessary information to perform a detailed Risk Assessment on the continued use of C8. The Risk assessment is an integral part of the SBU C8 Emission Reduction Goal that was developed and agreed to by the C8 PAC and SLT. The PAC also gave their non-objection RJ/.U142M to do the biofate study. The C8 goal states that we will reduce emissions to an acceptable risk level as defined by the Risk Assessment. Without the assessment we must assume that th only way to ensure acceptable risk is a 100% conversion of our product lines to non-C8 Surfactants and/or if the business deems necessary, a curtailment in the production of products that can not convert from C8. The biofate study will also help us to build a global uniform position with our supplier, 3M, and our competitors around the continued use of C8. Without this uniform position DuPont may be forced to push non-C8 materials into the market and suffer loss in market-share because customers are unwilling to accept our changes. Conversely, if the Risk Assessment shows a need for C8 replacement AND we develop a sound surfactant(s) replacement internally the assessment could give us a competitive advantage in marketing our replacement products. Please let me know if this overview is sufficient. Again, we share your concern over additional spending but feel that delaying this activity will be detrimental to the overall C8 Program.
