Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected 2696 Rockbridge Road Stone Mountain, Georgia 30087 Inspection Date: September 18, 2024 Facility Programmatic ID 3601729487 LAT: 33.8090 LON: -84.0964 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm Tony Spann Introduction An inspection pursuant to Section 114 of the CAA was conducted on September 18, 2024, at 2696 Rockbridge Road in Stone Mountain, Georgia 30087 (the Facility). The unannounced inspection was conducted by Pamela Storm and Tony Spann who possess EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The Facility is a gasoline station. The inspectors discovered that demolition activity had occurred at the Facility by obtaining a copy of Permit #COMBLD2023-02701 issued by the Gwinnett County Department of Planning and Development on March 6, 2024. The permit was issued for demolition performed for Amoco Food Store (tenant) for the installation of gasoline canopies. The permit specifies Forgay-Passarella Construction, LLC, as the contractor. The demolition activity was not observed at the time of this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 C.F.R. Part 61, Subpart M, for the demolition activity conducted at the Facility. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; demolition and/or renovation/abatement notices sent to the State; and other relevant information concerning renovation/demolition activities at regulated facilities. This inspection was conducted based on the aforementioned permit for demolition activity at the Facility. Facility Information The Facility is a gasoline station that is not yet operational. Inspection Inspection Demolition activity was not occurring at the Facility at the time of this inspection. The EPA inspectors presented their inspector credentials to Mark who stated that he was the electrical contractor. He stated that he believed that a small convenience store associated with the former gasoline station had been previously demolished. The gasoline canopies appeared to be new with BP symbols on them. A new convenience store appeared to be close to construction completion at the site. EPA will contact Forgay-Passarella Construction, LLC, and possibly other owners/operators to obtain more information about the demolition activity conducted at the Facility. Conclusion EPA will discuss the demolition activity with the owners/operators to determine if the requirements of the Asbestos NESHAP were met when conducting the demolition activity.
