Enclosed is a currently-used SYLODEX bag to which I have attached the "a" logo cut from a J-M bag, also enclosed.
Based on the attached correspondence from J-M, the "a" logo should be near the OSHA warning and the red border should be used in spite of the increased costs. (I would be interested in the amount of upcharge for the extra printing color.) The actual size of the logo is not specified but I think it should be similar to the enclosed sample. I presume the bottom of the red portion could be cropped
or the red border enlarged if your bag supplier sees some advantage to this. Please check with me before making any significant changes. The "a" itself takes the color of the bag.
Please have the bag re-designed for the next regular orders for SYLODEX-14 and SYLODEX-24 bags.
Since we ship such a small quantity of non-SYLODEX products to Europe, I do not think we should add the "a" logo to other bag designs. However, I would like your opinion on having self-stick labels made which you could affix to any other product shipped to EEC countries - primarily HPO-EX to Mercomed. If this will help prevent further consideration of a "Skull & Crossbones" label, we should use "a" logo labels on any bag going to Europe.
Per the Asbestos International Association, all asbestos suppliers are now using the "a" logo with the hope it will be adopted as an international symbol for asbestos. I understand that J-M is using it on all bags.
We are awaiting guidance from the Law Dept, on the design of all of our bags with respect to warning labels.

Thank you for your letter of July 13. May X assure you that all of the questions you have brought up concerning the size of the "a" logo, the colours to be used and the positioning on the bag have been discussed with representatives of all the major producers in the world except Australia, Yugoslavia and Russia. The points which you raise have all been considered. The fact that two colour printing will add cost has been dis cussed. The desireability of having the logo adjacent to the caution label has been discussed.
It was the unanimous opinion that although the printing in the form prescribed might cause difficulties in some instances, it is extremely important to have the logo as close as possible to that currently in use by A.X.A., if it is to have the impact that we must have if we are to head off the imposition of the skull and cross bones logo which would label asbestos as a toxic material.
I attach a copy of the decisions taken in London and I will shortly be forwarding the sample printing on a J-M bag for your guidance. The logo will be printed in the agreed upon colours and size.

Decisions: 1.
The "a* logo currently in use for fibre containing products in some countries was accepted and will be printed on all bags going into E.E.C. countries by all producers and will take the following form;
- will be printed in red and black with the bag being the third colour.
- will carry no wording
- will be printed as close as is feasible to the caution label in order that the two inter relate
2. The caution label currently used by Johns-Manville will be a model which producers will adapt to their own specific needs. A sample of the J-M printing will be forwarded to all producers within four vee7ts
3. It will be the objective of all producers to have all
new bags marked in the prescribed manner by
January 1, 1980.

4. It will be the objective of all producers that, by April 1, 1980, all bags going into the E.E.C. ^countries will be marked in the prescribed manner.
5. In order that their be a pooling of information on feed back from the fibre users and particularly any special requests for bag markings that may be made, all producers are asked to forward this information to J.R.M. Hutcheson who will see that it is disseminated to all.
6. For information, the draft document "Recommended Control Progedure No. 4 - Asbestos Fibre" was led.

Attached is a sample bag with the newest caution label used by J-M and the new "a" logo. The wording that you use in your caution label is of course your own business, the J-M label is only a suggestion. I would, however, urge you to print the "a" logo exactly as it is on this sample bag and as close to your caution label as practical so that the two interrelate.
It is the objective of the Asbestos International Association to have all bags going into the European Economic Community marked with the "a" logo no later than the end of the first quarter 198CL. For your information, it is J-M's intention to use the "a" logo worldwide.
I remind you that the voluntary use of the "a" logo by all producers shipping in to the E.E.C. will, we hope, serve to head off their intention to brand asbestos a toxic material by requiring the printing of their skull and cross bones logo on every bag.
