DATE OF INSTALLATION: July - December, 1960 ENGINEER: Childers Engineering Company - San Antonio, Texas INSTALLED BY: Mercer Construction Company - Edna, Texas NUMBER OF FAILURES: Approximately 30 breaks and joint leaks PIPE INSTALLED: 13,150* - 2" Cast Iron 7,650' - 6" Foreign Asbestos Cement 2,420' - 8-' Foreign Asbestos Cement NATURE OF TROUBLE: Mercer Construction Company awarded job on low bid using Foreign Asbestos Cement Pipe supplied by Viking Supply Company of Houston. The Contractor experienced 12 breaks in testing first 2400' of 6" installed and approximately 30 leaks or breaks on overall Job. The Water Board received complaints from customers on delay of project due to the failures. Mr. Lobprice stated he was hired as Water Superintendent during construction by the District and was new in the Water Works field. He stated that under no circumstance would he or the Water Board allow use of Asbestos pipe on any future projects now being planned. The Contractor stated to Mr. Lobprice that he would never bid another job using Asbestos pipe and had suffered financial loss on this job. Signed___________1. C. SPEED
