Collins Toni Kokotovich Frank Krewet Max McCombs Henry Sherman David Snively Loren Wassell PURPOSE: To discuss communication package for Nitro study OSW 134314 STLCOPCB4034272 Communication Strategy For Dioxin Findings The purpose of this strategy is twofold: 1) to communicate the 1949 Nitro Accident study results to management and impacted employees or former employees, while also 2) informing NIOSH of the new findings of this study which could affect their communication to persons in the NIOSH Dioxin Registry. The tasks to complete this communication follow. Because of time and resource constraints, sections I and II of this plan will be done in parallel. Time lines for initiation, duration and completion of the tasks outlined in this strategy are also attached. We have delivered to NIOSH our versions of the communication for Nitro and Krummrich on the findings of the NIOSH Dioxin Registry. If all goes as planned, we will have completed communication to our employees on the Monsanto Nitro 1949 accident by the end of September, hopefully coinciding with the NIOSH communication. I. Communication of 1949 Nitro Accident (Coordinator - Collins) A. Management - We have reviewed results and proposed communication plan. Get approval for plan. B. Biohazards Committee - We have reviewed results and received input for conclusions of study. C. Communication package - Work with MCC to put together communication package and see if we can get union invo1vement. . D. The Nitro and the Krummrich plants along with 10 other plants throughout industry were included in the study. Monsanto has provided information to NIOSH on persons working at these plants who had potential exposure to 2,3,7,8-tetrachlorodibenzodioxin (TCDD). In the NIOSH report, 5 of 7 possible the soft tissue sarcoma cases in this study occurred among Nitro workers. Because so many of the soft tissue sarcomas occurred at the Nitro plant, we decided to investigate this issue further by updating an earlier study we had done in 1980 at Nitro plant focusing on the 1949 trichlorophenol accident. We have recently finished this study update and the results are encouraging. Persons exposed to TCDD alone are not at increased risk of cancer including soft tissue sarcoma. In fact, mortality patterns for this group of workers were no different than persons not exposed to TCDD in the plant, persons living near the plant, or the U.S. population. This study also confirmed earlier findings of an increased risk of bladder cancer among persons working with p-aminobiphenyl (PAB). We have reported this finding to you previously, and have established a medical monitoring program for persons with exposure to PAB. The risk of soft tissue sarcoma and lung cancer may also be elevated among persons with PAB exposure, or persons who develop chloracne after PAB exposure, although because of small numbers, lack of complete information, and other potential exposures such as smoking, this findings should be viewed preliminary. A study is currently underway at the Nitro, Krummrich and Queeny plants to investigate this issue further and we will report to you as soon as this study is completed. Medical Director Union Representative DSW 134320 STLCOPCB4034278 Proposal for Communication Package for Nitro 1949 Accident Study Purpose The purpose of this communication package is to provide study subjects as well as persons who may have experienced similar exposures with information of the study done by Monsanto at the Nitro plant. This package will: 1. accurately portray study findings in layman's terms, 2. provide an assessment of how these study findings relate to them, and 3. provide them with a contact to obtain more information. Scope This communication will be given to: 1. Study subjects (i.e., all persons who met study criteria with records indicating they worked with PAB or developed chloracne from the accident); 2. Any employee or former employee working in plants (i.e., Queeny Krummrich, Nitro) when there was potential exposure to TCDD; 3. Any person in the PAB Registry; Forms of Communication The main form of communication will be a letter to individual employees. Since these findings may also interest the general public we might also consider preparing questions and answers, press release, and layman's summary report. Issues 1. Mailing Addresses - We currently can obtain easily addresses of all active employees, and all retirees. Obtaining addresses of other former employees will take time and money, and will be of limited use. 2. Union Involvement - To effectively communicate these results, we need the assistance of the union at these plants. 3. Timing - Coordinate this mailing with the NIOSH Dioxin Registry report.
