Observations: EPA Inspectors Carrie Griffith and Victor Aguilar, and Eastern Research Group Inspector Henry Byoun, entered the Memphis port of entry at approximately 8:30 AM on February 27, 2024. Inspections were conducted approximately between 8:30 AM and 4:00 PM for all inspection dates. Supervisory Customs and Border Protection Officer Michael McDaniel was present onsite for all inspections.
At the request of EPA, CBP placed holds on packages shipped from PC Merchandising and provided inspectors access to the packages. Inspectors examined and photographed the labels, packaging, and product inside each shipment. Inspectors documented the airway billing number, consignee, observed part number, and observed quantity of each package. If available, part type and vehicle fitment were also documented. Once the inspection of the package was complete, opened packages were retaped. CBP requested shipment invoices from FedEx for all PC Merchandising packages inspected. CBP then digitally provided these documents to EPA per rules set out in the joint-agency Memorandum of Understanding.
A list of inspected products is in Attachment 1. The table includes the inspection date, photograph numbers, part number, quantity observed, and quantity inspected.
