I spoke with , owner, over the phone and informed him that this was an EPA inspection to determine facility compliance with the Clean Water Act. The scope of the inspection was a Compliance Evaluation Inspection. FACILITY DESCRIPTION is an unpermitted facility that temporarily houses approximately 150-350 cattle per week. According to , the facility has a weekly sale on Saturdays at noon. On a typical week, the animals are housed in both covered and uncovered pens from Friday to Sunday. informed us that the pens are scraped and the manure solids are consolidated into a pile once every two months on average. Approximately once per quarter, will haul and land apply the accumulated manure solids and lot scrapings to one of his several leased fields. is located approximately 0.5 miles from the nearest stream, . Section II - OBSERVATIONS I walked the perimeter of the facility's pens and saw that the facility had well-constructed berms bordering its northern edge. I observed that a large portion of the facility's exterior pens were sustaining vegetation aside from areas which animals congregated for food and water. Additionally, I observed one large pile of manure and lot scrapings which sat uncovered in a lot east of the auction barn. I observed no evidence of manure contaminated runoff leaving the facility. Section III - AREAS OF CONCERN The following area of concern was conveyed to at the closing conference of the inspection: As a best management practice, manure and lot scrapings should be stored under cover. This practice would prevent the production of process wastewater as rainwater comes in contact with the storage pile.
