Monsanto AH MMKINCI TO E. E. Stewart______ December 23, 1974 PCB SPILL H. K. FERGUSON Generel B2SC cc W. C. Engman W. B. Papageorge - BIND Here is the information I obtained related to the PCB aplll from a transformer. The aplll occurred at the B. P. Goodrich Plant in Tuscaloosa, Alabama. I assume the spill resulted from a damaged transformer. This Incident happened In January. 1973. about one year ago. About 200. gallon on an oll-PCB solution was lost, SOX Pyifanol. Material flowed through a drainage swale, a storm sewer and Into two water settling basins. The settling basins are concrete and serve as separators before water discharges to the Black Warrior River. Nothing was done for about six months. There was some Insurance company Involvement with sub-contractors, but I am not clear as to the sequence of events or why. One of the two water basins has been taken out of service. Samples of sludge from the basin have been analysed at 200-3000 ppm. The EPA had stated that only 5 ppm were allowed in the sludge. Water samples from the settling basin to the Black Warrior River analysed 1 ppb. 1 think the EPA is satisfied in that the PCB's are not getting to the river, but B.F. Goodrich wants the contaminated sludge removed from the settling basin. Mr. Dave Ross of H.K. Ferguson, (216) 523-3976, says that 5400 drums would have to be filled and hauled to one of two approved landfills at a cost of $300,000.(7) He wants to know of any other ways that PCB's can be removed from the sludge. He would like to extract the PCB's from the sludge and then properly dispose of the PCB extract rather than remove all the sludge. Vo x if-0 I MONS 029157 Mr. David Wood PCB SPILL H. K.
