You will note In considering alkie that the silica content of slate varies in different areas ami tiu-rIhe ai*.r plactxi in so wc can't say thnt slate hus a definite amount of silica without determining it first. The same holds true for gran ite. There arc certain granites which have much less than 35Cc. I think most of the Vermont granite contains about 35r/r quartz. You can see the futility of trying to compare X-rays of the lungs from workers in one industry to those of another. . This is an X-ray of a slate miller. You- will notice he has a few pulmonary markings, w ith quite a bit of fine linear fibrosis. We found in- the group of slate miller workers one case who had an active -tuberculosis. From 1022-155, Inclusive. Ur. Russell acted as Assistant Chief of the TulsM'culosis Hospital Section of the U. S. Veterans' Bureau. From t!)2-t-30 hu was in charge of field studies as to the health of workers in .dusty trades for the United States Public Health Service. In 1930 he was appointed as official- representative of the United States at the International Silicosis Conference at the League of Nations a t Johannesburg. South Africa, of which he acted as Vice-Chairman. In 1930 he became Chief Surgeon of the C. S,, Bureau of Hines. Dr. Russell has made numerous contributions to medical magazines, and has w ritten many reports for the U. S. Dr. Lanza has endeavored to summarize h is views in the attached memorandum, and i t occurs to me,'I f you have tim e, th a t i t w ill be helpful to look th is over p rior to our conference. Conversely, i t may be stated th a t the problem of tuberculosis in th is country today is an in d u s tria l one. I t is true th a t the death ra te iro n tuberculosis in general has been ste a d ily fa llin g fo r a num ber o f y e a rs. I t i s also tru e th a t the v i t a l s t a t i s t i c s in th is country and abroad show d e fin ite ly an inordinate amount o f tuberculosis in what might bo summarized as th e dusty trad es. ****>**; The sp e c ific actio n o f s ilic a dust i s w ell known as is the fa c t t h a t J those exposed to s ilic a dust have an extremely high tuberculosis death ra te . In the l a s t few y e ars, th ere has been an extraordinary number of damage suits-;"' brought by employees a g ain st employers on the b a sis o f exposure to s ilic a dust so th a t a t th e present time i t i s estimated th a t these damage s u its are w e lljj in excess o f $100,000,000. How there i s a very marked tendency of employees who are expfefled to dust other than s ilic a dust to bring damage s u its ag ain st th e ir employers, alleging pulmonary in ju ry and th is s ta te of a f f a ir s has pro gressed to a p o in t where whole in d u stries are in a turm oil, handicapped on the' one hand ty lack o f d e fin ite knowledge o f the action of these duets on the lungs;; and on th e other by the inadequacy of th e law to p ro te c t these. The M etropolitan has ad a co-operative agreement with the Public _ Health Service (formerly with th Bareau of, Hines) to c a n y on dust stu d ie s. As th e budget was o rig in a lly s e t up for. the Picker C lin ic , the mine operators (Group policyholders) contributed $18,000 a y e ar, the Government $8,000 a ycarj^ and the M etropolitan $8,000 a y ear. L ater when ,th Picher C linic was tu rn e d ^ over to the operators, our relationship with the Public Health Service continu Both we and the Public Health Service contribute $8,0C0 a year for co-operative' dust studies. ........ ' " ~ ' TTe have also contributed $5,0C0 a year fo r several years to the Saranac Laboratory fo r the Study of Tuberculosis fo r studies cn the pathologies e ffe c ts o f d u sts. L ast y ear, th is o ffice was instrum ental in getting both the Association of Stock Casualty Ccxapnies and the Association of Mutual Casualty Companies each to contribute $5,000 a y ear. The object o f these stu d ies, p a rtic u la rly a t Saranac, has been to increase our knowledge of the action of s ilic a dust in the body, i t s relationship to tuberculosis, and th e determining of methods of prevention and control ofv the s ilic a dust hazard. For several y ears, th is Section has been engaged in yr fie ld stu d ie s designed to determine the ecope, sev erity , and the hazard from s i l i - J ca dust and o th e r'd u sts in in d u s tria l p la n ts. Most of those stu d ies have been r e s tr ic te d to th e p la n t!o f Group policyholders in accordance with o u r declared po licy . Where stu d ies have been made on an industry wide b a sis, they have in -, eluded p la n ts n o t covered ty Group insurance. I might mention, for instance, the study o f .th e foundries in Wisconsin and the preliminary asbestos s tu d y . The n ::, In d u s tria l hygiene Section i8 now engaged in completing the f in a l study on as bestos and w ill then take up the ceramic industry in New York S ta te .
