Turner July 9, 1985 REACTOR SLURRY SAMPLES VISTA Environmental regulations limit the VCM emissions from every reactor batch. In order to comply with these regulations, every reactor batch is steam stripped, sampled during dump and subsequently analyzed for VCM residuals. The importance of obtaining a slurry residual sample for every batch was recently emphasized in meetings with all Vinyl Operations personnel. The purpose of this letter is to document the procedures which have been established for obtaining and handling reactor slurry residual samples. 1. The slurry sample is to be taken at the sample point up stream of the dump Sweco at five to ten minutes into the dump. After the A-operator has obtained the sample, he should radio the Lead Operator to confirm he has the sample. If the A-operator has not confirmed obtaining the sample within ten minutes into the dump, then the Lead Operator should contact the A-operator and, if necessary, stop dump ing the reactor until the sample can be collected. Collect ing the slurry residual sample is the shared responsibility of both the Lead and A-operators, and both individuals must demonstrate the initiative to ensure the samples are collected. 2. The A-operator is to bring the sample to the control room as soon as practical after it is caught and the Lead Operator is to verify the labeling on the sample correct. The labeling should be checked against the reactor status report and the blend number log book. He will then verify that he has checked the labeling on the sample bottle by underlining the blend number on the reactor status report (bar chart). The cap and bottle should be wrapped with adhesive tape to pre vent loosening of the cap. 3. After the labeling (reactor number, blend number, batch number, shift letter designation, date and product) has been checked by the Lead Operator, then the A-operator should place the sample bottle in the sample bottle basket and log it into the residual sample log book (blend number, reactor number, and A-operator initials). ABD00078080 Distribution 7/9/85 Reactor Slurry Samples Page 2 4. When the Lab Technician picks up the slurry residual samples each morning, he will verify that he picked up each sample with his initials in the residual sample log book. 5. If a sample is broken or discovered to be missing, then it must be reported immediately to the Vinyl Shift Supervisor. The Shift Supervisor will Investigate and document the reasons for the broken/missing sample. Failure to collect and analyze a slurry residual sample for every reactor batch is a serious problem that requires thorough follow-up. If a sample is missed due to operator negligence, disciplinary action may be taken. Our objective must be to never miss a reactor slurry residual sample. C. W.
