It explores the legal aspects of navigable and nonnavigable waters, weather modification, interstate water rights, and Federal and Indian reserved water rights. Fart II contains 50 chapters, each describing in detail the water laws of a single state. According to Philip M. Glick, legal counsel for the Commission, the study clarifies information essential to water management, and will be useful not only to water lawyers but to legislators and administrators concerned about water programs and policies.
