Dear Mr. Dickins: I am glad to respond favorably to the request in your letter of October 2-,st. The statement which I Issued to those in attendance on the meeting at which I spoke in London can now be used lor the purpose indicated m your letter. The situation in which I found myself at the time of my meeting with representatives of the petroleum industry in London was a bit uncertain because a Congressional hearing in Washington at which the >ormal statement had been presented had just been held, I did not wish to distribute ->.t further at that time, for reasons of propriety, and even now I do not think it wise to distribute it widely. On the other hand, it is a careful y repared statement of the facts, together with the references to the literature, and also to certain reports of this Laboratory which were rinted .rivately and distributed fairly widely among professional versons and governmental agencies that had reason to be concerned (such reports are no longer available lor distribution, the supply having been exhausted years ago). Now that the amenities and formalities have been observed, there is no reason why I should not make this statement available to other persons and groups that have need of information at my discretion. I do so gladly, merely requesting that it be used with discretion. As it happened, two statements were prepared, one for the full record, and the other for my guidance in an abbreviated oral presentation to the Congressional Committee. I am not entirely certain which of these was reproduced for distributing to those in attendance in London. Just to make certain that the best and most complete statement is employed for Dr. Cipoliina's purpose, including the references, I am sending herewith a copy of the long (or formal) statement. This carries no specific reference to its use in Washington, D.C., and, therefore, it is merely a statement for which I assume full professional responsibility. You can reproduce it, therefore, in sufficient numbers for your purpose, and have it translated into Italian if that is necessary.
