Whatever work Clement Associates (Ud on that draft must have helped because oa June 23. 1977, the arm won a competitive contract to provide technical asalttritirv to OSHA during the public hearing on the aaneer poUey held last spring and summer. only this time, the financial terms were

However, the total bid figure on the con tract was rather low. *69,300. Tbat was soon
to be remedied. On July 36,1677. one month after the contract was awarded, OSHA'*

will be made for services rendered as pro vided for in the contract."
Clement Associates carried out It* respon

labeled "undated" in the monthly Invoices submitted for payment, oalled for screen ing 1,500 suspeet carcinogens identified by the National Institute of Occupational
Safety and Health (NIOSH), On April l of 1677--about three months
before clement Associates was swarded the OSHA contract--the firm secured another
contract with the National Science Founda tion to provide technical assistance to the
Interagency Advisory Committee established by the Toxic Subtleness Control Act.
That, too, -wa* to screen the 1.900 suspect carcinogens Identified by NIOSH. The first
phase of the multi-phase contract was for B142.7B3 for 3.140 hour* work to be com pleted in three month* or by June 33, on*
day alter Clement Associates was awarded the OSHA contract.
Th* clement Associates' proposal to 06HA referred to the fact it had already
obtained a contract with th* Interagency Advisory Committee to do essentially the

attempt la made by N106H to appraise or usui the quality of the research.
The list is published In book form and also fed into a computer. The information
can be bought from NIOSH either. In the book or the computerised form. Dr. Geoff Taylor ha testified Clement Associates `like
