Accompanied by Hr. Jack Drummond, Safety Supervisor, Hr. J. D. Watts of the Houston Induatrial Hygiene Group conducted the audit"and general survey. The following recommendationsjrtre wade to.the Puget Sound management In connection with the walk-through .survey: ........................... (1) It was recommended that a.exposed asbestos wicking material ha covered with none suitable_stal lagging on the pipe rack inside the #2 cobliag tower chemical abed. . .. (2) It is a good safety practice (1910.107 (e) (9)) to follow in that all liquid transfers from a metal drum to a metal container have the drum or barrel properly grounded if the flash point of the liquid Is below 100?. Therefore, It was recommended that a drum of flaaaable paint thinner be.grounded at the paint stop and like wise on a drum of propylene dichloride (flash point 60F) at the #2 CEO. (3) It was recommended that a carbon monoxide alarm system be investi gated for the compressed air system used by the sandblasters near the paint shop area; reference OSHA 1910.134 (d) (ii). A cost-' versus-benefit approach was recommended on installing the above or using bottled breathing air. (4) A noise source was found ..to be associated with the .use of the point-of-source exhausters in ..the welding shop. The noise source seems to be the fan noise which travels down the various ducts to the employe work area and therefore, the exhausters have a less frequent use. It was recommended that this area be further in vestigated by the plant.^ Furthermore, please contact Hr. James Stackhouse with Beacon R..& T if any additional control measures are needed. Ssadu|ns, August, 1976), It was raeoamended that a material safety data ..sheet on Turco Cleaner (corrosive) be obtained end eye wash facilities located in the proximity of utilisation,. (7) It was recommended that the wording "chlorine gas mash" should.. he stenciled on the yellow box at the affluent plant"for better visibility. . __ (8) Due to the use of e number of chlorine cylinders at the effluent plant, a chlorine gai mash station Is located at the fire .house, this location is predominantly downwind from the chlorine cylinders. . Therefore, it was recommended..that the mask station be relocated or an emergency action plan implemented. (9) With regard to future sit sampling for benaene, it was .recommended that ceiling limit (fifteen minute samples) determinations ba made during tape gauging and sample collection aboard marine vessels at the dock (also,barge loading), further sampling was also advised at the following locations s(a) .truck loading rack-calling limit samples, (b) laboratory n technician duties, AK room, and bottle wash room. (10) A preliminary ventilation survey of the laboratory showed several hoods to be below the acceptable standards for adequate face (capture) velocity. For most petroleum laboratories, - a minimum face velocity of 100-125 feet per minute is recommended; however, more toxic sub stances require a higher^rate. If any further assistance is needed in this area, please consult the Health Division. In summary, the general audit.jud walk-through survey indicated that .an effective safety and health program was being practiced. 1 wish to thank the Puget Sound management, especially Messrs.
