Five samples obtain ed by the w rite r were homogenized and analyzed under d ir e c tio n o f the In d u s tr ia l Hygiene L aboratory. T e s t r e s u lt s re v e a l an average o f 39% c h r y s o tile a sb e sto s in the w all treatm en t. F ib e r g la s s , m ineral wool, and s la g wool comprised kG%. M ineral granules com p rise d the b a la n ce . The dry m a te ria l abrades e a s ily and has a very high f r i a b i l i t y , and can e a s ily generate airb orn e dust when d istu rb ed . Considerable abraded dust was observed on the f lo o r a t the w all ju n c tio n s . As you are aware, e x ce ssiv e a sb e sto s dust and f i b e r in h a la tio n can cause th ree m ajor d is e a s e s . One i s a s b e s to s is , a non-cancerous s c a rrin g o f th e lungs th a t grad u ally makes i t harder and harder to b re a th e . There i s no cu re , and the pneumoconiosis can be life -s h o rte n in g as w ell as a ffe c tin g q u a lity o f l i f e . The o th e r two d ise a se s are m align ant. One i s lung can cer, which g e n e ra lly i s f a t a l . The o th er i s m esothelioma, a cancer o f the lin in g o f the stomach or the lu ng. V ictim s r a r e ly liv e more than a few months a f t e r d ia g n o sis. The hazard to h e a lth from in h a la tio n o f a sb e sto s dust depends on s e v e ra l f a c to r s including concentration o f respirable fib e rs in the breathing zone, length of exposure, f i b e r morphology, and age a t f i r s t exposure. The ca rcin o g en e sis la te n c y period can be from f iv e to 20 or more y e a r s . A sbestos handlers who smoke are a t a much increased ris k . A sbestos i s one o f the few c le a r ly recognized human carcin og en s. RECOMMENDATION Immediately in i t i a t e steps to have a r e lia b le asbestos-rem oval co n tracto r encap s u la te , to p -c o a t, or remove a l l a s b e s to s -tr e a te d s u rfa c e s . 8006 2105 C. Inform a l l who work in the a rea o f the presence o f a sb e sto s in the sprayedon w all treatm en t and the p o ssib le adverse h e a lth e f f e c t s from in h a la tio n o f d u st. The concept o f the long la te n c y p eriod should be ex p lain ed . T his tr a in in g would perhaps b e s t be conducted by you or a se n io r n u rse, the s a fe ty en g in eer, and the UAW h e a lth and s a fe ty r e p r e s e n ta tiv e . 2 . C onsid eration should be given to r e s t r i c t i n g a c c e s s to the fan and b o ile r room and d iscou ragin g s k ill e d tra d e s personnel from occupying the a rea u nless they are performing maintenance a c t i v i t i e s . 3* Discourage dry sweeping o f f lo o r s , m achinery, and equipment su rfa c e s in the fan room. Damp commercial sweeping compound could be h e lp fu l in clean in g f lo o r s without c r e a tin g airb orn e d u st. Damp rag s wrung n e a rly dry be used to wipe up and remove dust accum ulations. O therw ise, an OSHA-approved vacuum sweeper a s s p e c ifie d in In d u s tr ia l Hygiene B u lle tin No. 4 must be used. A sb esto s-co n tain in g waste must be la b e le d in accordance w ith OSHA re g u la tio n s. P o st a c c e ss doors and la b e l a s b e s to s -tr e a te d s u rfa c e s in the fan room with the statement: WARNING W alls and c e ilin g s in t h i s area are tre a te d w ith ASBESTOS. B reath in g a s b e s to s dust may be harm ful to your h e a lth . Avoid d is tu rb in g . DO NOT INHALE DUST. Do not remain in area u n le ss your work re q u ire s i t . C ontact s a fe ty en g in eer i f m a te ria l must be removed. 5* The use o f p o rtab le p e d e sta l fan s in the b o ile r room i s not recommended because o f the p o s s ib ilit y o f a ir-a b ra d in g a sb esto s fib e r s from the w a lls. Arrangements w ill be made by t h i s department to conduct atm ospheric m onitoring fo r airborne asbestos fib e r s in rep resen tativ e Kentucky Truck P lan t a re a s. I t i s a n tic ip a te d th a t c o n ce n tra tio n s w ill be very low to non--d e te c ta b le provided the w all treatm ent i s not disturbed. N evertheless, monitoring is required to assu re th a t employees are not e x c e s s iv e ly exposed. OSHA has issu ed "s e rio u s " c it a t i o n s to employers f o r f a ilu r e to monitor (29 CFR 1 9 1 0 .1 0 0 ( b ) ( 3 ) ) .
