This sample program is being carried out under the auspices of the Office of Solid Waste (OSW) of the Environmental Protection Agency (EPA) for the purpose of providing the technical back ground for hazardous waste listings under Part 261 of the Resource Conservation and Recovery Act (RCRA). . The actual col lection of samples within the facility may be performed by Conoco personnel with Radian personnel providing sample containers and all subsequent sample handling and preservation. This document presents information on the planned sam pling program. It is intended to serve as a guide to the field sampling crew, a guide to the analytical technicians, a documentational mechanism for EPA, and a source of procedural informa tion for Conoco personnel. The background material for this sampling plan can be found in the following documents: Engineering Analysis of Polyvinyl Chloride Production via suspension, emulsion, bulk, and solution polymerization processes submitted to EPA on 14 November 1983. RCRA Section 3007 Questionnaire for polyvinyl chloride received by EPA on L6 September 1983. 1- ARD000538Q6 R j 3 1.1 On-Site Activities 3 Table 1-1 is a summary of information on all the resi 3 dual streams generated by polyvinyl chloride production process. Seven of the ten streams shown in Figure 1-1 have been selected 3 for sampling. Personnel from Conoco may collect and transfer samples from.the six residual streams to the on-site Radian sam 3 pling crew. Conoco will have the opportunity to split samples with EPA to enable independent analytical evaluation. All ana lytical protocols to be used by EPA will be made available to J Conoco should they wish'to conduct such a program. Sampling and analysis protocols to be used are summarized in Sections 3 and 4 "-i of this document. J 'T 1.2 Sample Selection Rationale J _ Six residual streams have been selected for sampling and analysis. They are shown in Figure 1-1. The streams are being sampled to confirm or supplement information included in the response to the RCRA Section 3007 Questionnaire submitted-by Conoco. The monomer vinyl chloride is listed as a hazardous 3 constituent in Part 261 - Appendix VIII of RCRA, it is a known human carcinogen. Additionally, some plasticizers used inJPVC, J specifically the phthalates, are- listed - in-.Appendix. VIII. Among ^ the^heat stabilizers used in PVC are barium,.-cadmium.,- and~-lead ] compounds. All these metals are EP Toxic and are listed in Appendix VIII. 1 Streams 7, 8, and 9 (incinerator wastewater, reclaim coarse resin, and reclaim wastewater) have not been selected for 3 sampling. Stream 7 is not expected to contain measurable concen trations of hazardous constituents. Streams 8 and 9 are produced 3 from the combination of streams 1, 2, 4, 6, and 7 in PVC Resin Reclaim System. ] 2. 3 v -- * `J . ; h 1j i J 1 j -- -- ----* - _ 1 * j ABD00053897 C/3 GO 1x3 CJ O C* a. z o LJ f H o p Q O 02 0- w o M A> cx o J X V -3 >4 rH 2 1H r*H .> >4 U h-3 rH O & CU cd Eh pi O tx- co 2 < Cs3 fl H C/3 3 O M C/3 W 02 by o >4 o2 < 2 2 00 - a ^y y --X QUO S >*X -- JJ y co CL C X < 0 /~\ c mw-- i 0) O X X rx. 3 * y *u -*. o cn o x -- yccjuooyo o y o cj y x L a a q x , w Li li Oh 01 ft C/3 O u X O X Q X /- X U > w Li-- 0) O 0) 0) -U U O <- Nj X u q ' yuc-j u ye X u CO O 3w c . a L4 x q X! h x uc -- o o c *u m a yx >x y c /-s oo y u y a xo L 3 }o loi 11 x L y 00 ' ClH y =: -" trt Uw B 0 CL CLsC 0> C W CO -- y u X X r-. 1 (J4S N ' Li C U u CO O y Q CJ U cu to oo q X Li HO C.CO O u X OX Xu Li *-- oo y y u cj -- <r s CJ -- CN U w X U CO 0 : m >-- co ox--x y ooc -- yx >x o c CO y uyq y 5 Li y U 00 3 0 0 X V L. The sche-. matics were provided by Conoco in .their Section 3007 Question naire. Six residual streams will be sampled. Sample information is presented in Table 3-1. 3.2 Sampling Procedures All samples may be taken by Conoco personnel. Sample containers will be provided by the Radian sampling crew. Radian will also provide glassware for Conoco's samples. Composite sam ples will be taken of streams 1 through - . The method of compos iting will be determined at the site in order to obtain the most representative sample possible. Possible composite methods include taking three samples approximately two hours apart, mix ing them, and splitting the sample into two (2) 1 liter bottles 7 Aunnnn^Qm c -- 4) f0-i fu-i uq C1O L>j CM 0u <r V XCL CJ 0 *cr 0CJ 3- 0CJ 0CJ F? >3- 0CJ *3- -- C0 cw 01 _ 0u. The coolers will be sent overnight by Federal Express to Radian's analytical laboratory. 3 3.3 Safety Procedures 3 Prior to sampling, the Radian crew will ask for a safe 3 ty briefing from Conoco personnel. The purpose of this briefing is to become fully familiar with all of Conoco's safety proce 3 dures. In addition to the requirements made by Conoco, the Radian crew will be equipped with hard hats, safety glasses, and steel-toed shoes at all times while in the production facility. 3 4.0 ANALYSES OF SAMPLES 3 Samples obtained from Conoco's polyvinyl chloride will 3 be analyzed to determine chemical characterizations as per toxic components listed in Part 261 - Appendix VIII of RCRA and other 3 toxic constituents. Organic screening for characterization of organic components.will be performed. Table 4-1 summarizes the 3 analyses to be performed on the samples. The results of the analyses will be transmitted to OSW 3 for review and evaluation.
