I am happy to respond to your request. Enclosed is a copy of the by-laws. Notice that the only requirement is for Solvay to forward a letter to my attention stating their wish to become a member as well as agreement to abide by the by-laws and desianation of a per manent representative from Solvay with title and complete mailing address for subsequent communications. You will be advised in advance of our future meetings. Though our by-laws call for one corresponding representative from each specific organization and one vote per organization at the meeting, each organiza tion is welcome to send as many actual representatives as they wish, although the question of accornnodation has made it the practice to restrict the number of repre sentatives to approximately three per organization. The VCSA is made up of manufacturers and users of vinyl chloride monomer. No Satellite organizations such as vendors, insurance companies, manufacturers of catalysts, etc., are permitted as members. Our meetinqs are entirely open and the discussions particularly concerning accidents and incidents that have occurred during the past year is free and spirited. No formal notes are taken, each repre sentative taking his own notes and using his discretion as to distribution within his organization. A master recording of the entire proceedings is kept upon the advice of counsel but these recordings are not released. No personal tape recorders are permitted. The purpose of all this is to insure that we all feel free to speak with total candor regarding safety problems.
