During the opening conference, I met with John Heaps, the Superintendent. Mr. Heaps was informed that this was an EPA lead compliance evaluation inspection to determine compliance with the facility's NPDES permit TX0101940, facility operations and maintenance requirements under the Clean Water Act (CWA). The inspection was conducted under the authority of the NPDES permit program, in accordance with the Federal CWA. The information presented in this report is based on the materials and information supplied by the City of Round Rock representatives, observations made during the inspection, and records or reports maintained by the permittee, permittee contract laboratory, the State of Louisiana and EPA. FACILITY DESCRIPTIONS The City of Round Rock operates as a publicly owned treatment works (POTW) Brushy Creek Regional Wastewater System that provides wastewater treatment services for parts of the City of Round Rock. The facility is designed to treat domestic wastewater. Treatment Process Description The wastewater treatment system begins at the headworks, where incoming influent is first screened to remove large debris. This is achieved using three mechanical and a manual bar screen. After screening, the flow passes through three grit chambers, where heavier inorganic materials such as sand and gravel are settled out and removed. From the grit chambers, the pre-treated wastewater enters three aeration basins. These aeration basins provide the necessary oxygen to support microbial activity, which helps in the biological breakdown of organic matter. Following aeration, the partially treated wastewater flows into six secondary clarifiers, where suspended solids are allowed to settle, separating the treated water from the biological sludge. The clarified effluent is then directed to the disinfection process. Disinfection is achieved by ultraviolet disinfection. The fully treated and disinfected effluent is then discharged through Outfall 001, in accordance with the facility's discharge permit. Solids Handling The sludge and biosolids generated throughout the treatment process are managed on-site. The solids are processed through four belt presses for dewatering, reducing the volume of material that must be handled and disposed of. The solids generated go to a composting facility, All American Septic Solutions, based in Austin, TX. 2 Brushy Creek Regional Wastewater System - East TX0101940 Inspection Date 6/25/2025 Section II- Observations This inspection revealed the following observations: On the day of the inspection, Number 5 clarifer was down for repairs. Section III- Areas of Concern This inspection revealed the following areas of concern: The Brushy Creek Regional Wastewater System has remained within permit limits for most analytical parameters. However, the facility has exceeded its design flow capacity. This is due to rapid population growth and development outpacing infrastructure expansion. To address this, the facility is undergoing an upgrade that includes the addition of two clarifiers, an aeration basin, two lift station pumps, and an additional return line for sludge. The expansion is estimated to be completed by September 2025 (See Appendix B). If the City of Round Rock monitors any pollutant more frequently than required by the permit, using test procedures approved under 40 CFR Part 136 as specified in the permit, all results must be included in the calculation and reporting of data in the Discharge Monitoring Report (DMR). As of the date of the inspection, the City of Round Rock was only reporting pH and dissolved oxygen (DO) values from the first shift for the month of . However, samples are also collected and analyzed during the second and third shifts using approved methods. These additional results are required to be included when determining the monthly minimum and maximum values for pH and DO.
