Dr. Carl McMillin Monsanto Research Corp. 1515 Nicholas Road Dayton, OH`4S418
Dear Carls
'
As per our telephone conversation, I am sending you a copy of EPRIs statement of work for analysis of dioxins and furans
.in PCB and PCS contaminated oil. I anticipate that Monsanto
would address Tasks 1, 2, 3 and 8 However, if you feel that you can contribute to any of the other tasks, then you may wish to respond there too.
Your response should include completion of EPRI Form 112 for each task and another form for all tasks taken together. In addition, you should indicate whether you think Monsanto can accomplish the work as stated using state-of-the-art technology.
If you feel some tasks cannot be done, please indicate the rationale for your position. Do provide budget and timetables for those tasks that you feel are achievable.
Since EPRI is very anxious to begin this work, I would appredate a rapid response. Feel free to call me if you have any questions (415) 855-2018.
Sincerely,
Jacques Cuertin Project Manager Environmental Physics and Chemistry

EPRI - RFP2028 PCDP PROPOSED WORK STATEMENT
1. STATEMENT OF WORK
11 Background
Concorni about of fvctw of polychlorinated biphenyl v (PCU) on human
health and tha environment lad to a ban on produetlon and to
regulation of uaa and disposal In tha United 8tataa PCB# often
blended wibJi tri-end to tra chi orobehae ne a (T/TCB), were used ae
dleleotrie fluids in cepe cltare, transformers and other tleetrloal
equipment* Regulation of PCU continues to have a very dlreot offset
on owner* or op*ratore of thie equipment* Work at the llectri* Power
Reeeorch Institute (EPRZ) is aland at aiding eleotrle utilities in
complying with thesa regulations 1PRX also le inveetifttinf arose
which may affa*t tha futura parooption of the hatards of PCI or alter .
the requi rsmonts for compliance.
Many of the effects aesoelated with PCB now appear t* bo attributable to either polychlorinated dibansofurana (PCDP) and/or dibeniodioxiiNi (PCDO). PCDP can ba fornad from PCB. PCDP nd PCDD can be foraed - from t/tcu, it le possible then that PCDP and PCDO wore introduced J into elo Ctrl cal apparatus aa tract contaminant* in PCB during mm* facturo or installation or that thay may bo forMd during normal or , abnormal operation* However* there is little hard inforMtion on the
occurrence 42 any of PCDP and PCOO in eleotrioal equipMnt and no basil for asseesing their effects*
The purposes of the program are to identify the level* of PCDP and PCDD in operating eleotrioal equipment and to attempt to relate these levels to the conditions of service of the equipment* To aeoomplieh thee* purposesi appropriate analytioal taohniquoa ouat bo deoonstrated and raiavant dialeetrio liquid sample* ouat be ealeeted and
analyied* Tht roaults ahould have maximum reliability and credi
bility. She ov*rail program tbua includes oavcral participants the University of Una with C. Bappa as
consultant! tha Uattalle Memorial Institute with Xuhlun Corporation as sub-oontraotor and tho New fork State (NY8) Department of
Health* Mhero desirabl*! equipment trials vil^be'staged in order to provide particular PCU oxposure econarioi which may not bo readily
available from equipment in servioe*
The final report of EPRI prog ram RP1263-1 1 will bo used as a literature base*
