MINUTES OF MEETING The minutes of the February 10th, 19ii8 meeting were duly approved as sent to members. II, TREASURER'S REFORT The report of the Treasurer for the period February 1, 19L8 to February 29, 191*8, was reviewed, and On motion, duly made and seconded, it was VOTED* That the report be accepted and placed on file. III. M.C.A, COMMITTEES l* (a) INCORPORATION OF M.C.A, Chairman Carl Anderson, of the Legal Advisory Coranittee submitted a report dated March 5, 191*8, on Incorporation oi u.e iS.C.A. recommending New York as the most desirable State in which to incorporate, together with details of the procedure involved. In addition, he submitted a re vision of the By-Laws of the Manufacturing Chemists' Association for the purpose of incorporation in New York State. The report was accepted and the Executive Committee expressed their gratitude for the painstaking contribution of chairman Anderson and his committee. The following conmittee was appointed to review the draft of the By-Laws, following a canvass of the members of the Executive Committee for comments there on, final report to be subnitted at the April meeting of the Executive Committee,- C. D. Marlatt, Chairman, J, W, McLaughlin, W. N, Watson , The Secretary was instructed to canvass members of the Executive Committee to those not present at this meeting, a copy of the draft of the By-Laws, CMA 066692 S-387 (b) STREAM POLLUTION ABATEMENT COMMITTEE. Reference was made to the announcement to Executive contacts of the M.C.A. conference on April 6 and 7 on Organization for Exchange of Technical Infomation for Stream Pollu tion Abatement. Chairman Hess asked permission to give a paper on the work of the }l C.A. Stream Pollution Abatement Comnittee before the Federation of Sewage association on October 18, 19L.8. Permission was granted with the under standing that his paper vdll be reviewed by the Secretary prior to pre sentation. (c) GENERAL SAFETY COMMITTEE. 1- For the information of the Committee, Chemical Safety Bate Sheet, Sd20 on Sulfuric Acid was submitted. 2- A request from Capt. E. E. Saunders of the U. S. Navy, asking if the M.C.A. would prepare a Chemical Safety Data Sheet on fuels utilized in guided missiles, on a contract basis, was review ed. The Secretary was instructed to advise Capt. Saunders that we will be glad to determine the names of persons who might serve in an advisory capa city and offer co-operation, indicating it was not feasible for us to enter a contract to prepare this data sheet. (d) ANNUAL MEETING. Mr. Marlatt submitted a progress report and certain suggestions were made. (e) CHAMBER OF COMMERCE OF UNITED STATES. Mr. duPont was appointed as National Councillor for the M.C.A. at the annual meeting of the United States Chamber of Commerce. (f) MEMBERSHIP COMMITTEE. The favorable recommendation of the member ship committee on the application of the Stanolind Oil and Gas Company was ap proved and the Secretary directed to submit this to the membership for a 30day period. In the absence of objection they will be duly elected to the or ganization. (g) TARIFF COMMITTEE. The Tariff Committee reconmended the filing of a brief with the Ways and Means Committee that the Trade Agreements Act be allowed to expire and that no renewal be legislated at this time. IV. MEETINGS Committee meetings for March and April were listed in the General Bulletin of February 26, 19l;8. V. CHEMICAL STANDARDS The recommendation of Mr. G. M, Read, Chief Engineer of the duPont Company, for the formulation of standards by the American Standards Assoc iation, on chemical equipment, raw materials and finished products was re viewed, The sense of the Executive Committee was that their views remained 'unchanged and that they were not disposed to further this program at this time, leaving the matter for the individual firms to proceed as they may fesire. M, Rand concerning craft unions in the Chem ical Industry and the request for a hearing before the NLRB was received and H was decided that the question was a matter for individual company action. VIII. MISCELLANEOUS RETIREMENT PLAN. Mr. McLaughlin presented the question of a Retire ment Plan for the M.C.A. Washington office staff, with a detailed proposal the John Hancock Mutual Life Insurance Company. The Secretary was re quested to get details of the plan adopted by the National Paint and Varnish Association and report them at the next meeting.
