PCB Level in Sewers February losses at .8 #/day from the operating departments and the incinerator are 80% lower than January. The Waste Treatment Influent losses of 6 #/day is 50$ lower than last month. The effluent remained at 4.5 #/day. A. Aroclor Department. PCB losses from the department decreased to .8 #/day from 3.25 #/day of last month. Losses during the month remained less than .5 #/day except the first analysis on 2/4/73 which jumped to 3.87 A/day probably due to basin clean-up. B. Incinerator. Down all month and losses fell to .05 #/day. C. - Total Plant. Influent losses average 6 #/day however individual samples show a peak of 16 #/day not related to department losses. During this period the Rip Track washed 10 PCB tank cars which is reflected at the Waste Treatment Plant. D. Waste Treatment Effluent. This level of losses was 4.5 #/day, 30$ higher than January. This is equivalent to .004 PPB in the Mississippi River at average flow and about .002 PPB at present level. II. Project Status Project 3972. Working satisfactorily. Total flow from the department is being settled, measured and sampled. Project 3956, "Alteration to AC1 Distribution System". EDC remains at 5/1/73. Project 4438, "Reduce Water Flow to Sewer". Program Status. Re Engman/Bratsch *1/2*1/72 HC1 Off-gas. Satisfactory coordination with C/S production has been achieved during the month. The sewering valve opened intermittantly to relieve high pressure during two periods of 60 and 30 mins and remained closed for the rest of the time the department was in operation. However this correlation may be increasingly difficult because an apparent increased sales of Aroclors has resulted in HC1 generation equal to the C/S acid usage. Timing has therefore become critical for Project 8020 ($73,000 Capital, $*1,000 expense) to Install PCB off-gas scrubber. Design of this project has continued. It will reduce the PCB content of HC1 sufficiently to allow sewering gas when necessary and therefore provide some flexibility between the departments. Without this flexibility, some Aroclor orders will be delayed or missed. .2 Blow Tank Off Gas. Design completed for this portion of Estimate *1*138 (above). 3. Incinerator Scrubber and Catch Basin. No work planned. *1. Rip Track washes. In view of the large percentage of unknown losses reaching the treatment plant, the wash collecting and settling tank was evaluated. It was found to have trapped 1650 gallons of material. Analysis of the effluent from the tank indicates a loss of around 0.5 lb for each vessel washed.
